This chapter shall be known as the "House Numbering Ordinance"
of the Township.
The Board of Commissioners of the Township of Shaler hereby
adopts the following provisions with respect to house and building
numbering in the Township of Shaler.
The purpose of this chapter is to require the clear display
of authorized and assigned house or building numbers on every building
fronting on any street in the Township of Shaler in order to assist
the general public and emergency services, public and private, in
identifying any building in case of emergency or otherwise. It is
also the purpose of this chapter to eliminate duplicate, nonsequential
and conflicting house and building numbers so that emergency vehicles
are not dispatched to an erroneous address. Finally, it is the intent
of this chapter to require that each telephone physically located
in Shaler Township, irrespective of the billing address of the telephone,
be assigned an identification and location number for emergency purposes.
All residential, commercial and industrial buildings erected
or to be erected within the Township of Shaler shall display identification
numbers as provided herein and in accordance with this chapter. Moreover,
each telephone physically located in Shaler Township, and irrespective
of the billing address of the telephone, shall be assigned an identification
and location number for emergency purposes.
House and building numbers shall be determined and assigned
by the Township of Shaler Building Inspector. If on the effective
date of this chapter a structure exists in Shaler Township which requires
a house or building number, and a number has not yet been assigned
to such structure, the Township Building Inspector shall notify the
owner of the structure when a house or building number is assigned
to such structure. Moreover, the Building Inspector shall assign an
identification and location number to each telephone physically located
in Shaler Township. Identification and location numbers assigned by
the Building Inspector to telephones may be identical to the house
and building number assigned to the structure in which the telephone
is located.
It shall also be the duty of the Township Building Inspector
to ascertain if any duplicate, nonsequential or conflicting street
identification numbers exist in the Township of Shaler. If the Township
Building Inspector determines that a duplicate, nonsequential or conflicting
street identification number exists, it shall be the duty of the Building
Inspector to assign or reassign a different street identification
number to such structure; to require that such new street identification
number be used to identify such property; and to promptly notify the
owner of the affected structure that a new house or building number
has been assigned to such structure. In assigning or reassigning a
new house or building number pursuant to this section, the Building
Inspector shall make all new assignments and reassignments of street
identification numbers as shall be necessary to promote public safety.
Any person aggrieved by the reassignment of a street identification
number may appeal the determination of the Township Building Inspector
to the Township Zoning Hearing Board within 30 days after notice of
the decision by the Township Building Inspector and not thereafter.
The owner, occupant or lessee of every house and building in
Shaler Township which now or hereafter fronts on any public or private
street, and who has been assigned or reassigned a house number either
prior or subsequent to the effective date of this chapter, shall,
at his or her own expense and within 30 days after the effective date
of this chapter or notice of such assignment or reassignment, cause
the authorized and assigned or reassigned number of such structure
to be permanently and conspicuously placed in accordance with the
specifications set forth herein. Any owner who has not been assigned
a number prior to the effective date of this chapter shall, within
30 days after notice of assignment of such number, comply with all
requirements of this chapter.
House or building numbers shall be:
B. A minimum height of three inches for residential properties, a minimum
height of six inches for commercial and industrial properties, and
a minimum height of six inches for garden apartments and townhouse
condominium complexes;
C. Mounted in a secure fashion to the front wall or porch of the building
so as to be clearly visible from the street;
D. Sufficiently legible in contrasting background, arrangement, spacing
and uniformity so as to be clearly visible from the street; and
E. Affixed at least 30 inches above the ground.
If numbers affixed to the front of a house or building would not be clearly visible from the street, the requirements of §
143-6 of this chapter may be satisfied if the owner, occupant or lessee permanently affixes the assigned Arabic numbers upon a post, rod, mailbox or other substantial fixture at or near the street, so that such numbers are conspicuous and visible from the street upon which the house or building fronts. When the assigned Arabic numbers are affixed upon a post, rod, mailbox or other type of fixture of a substantial nature, at or near the street, the owner, occupant or lessee of the house or building shall not be otherwise obligated to affix Arabic numbers to his or her house or building and shall be permitted at his or her option to utilize cursive numbers or no numbers at all upon the house or building.
The owner or owners of garden apartments, townhouse condominium
complexes and other buildings shall provide each building with numbers
as are provided for in this chapter. Each apartment unit in every
apartment building shall display either an Arabic numeral or an alphabetical
letter on its door, a minimum of three inches in height, particularly
identifying the apartment unit.
After the effective date of this chapter, the Township Building
Inspector shall not issue a certificate of occupancy for any residential,
commercial and industrial structure which is erected, repaired, altered
or modified and which fronts on any street in the Township until the
structure is assigned a house, building or apartment number and such
number is permanently and conspicuously affixed to such house, building
or apartment in accordance with this chapter.
Any person, partnership or corporation who violates any of the
provisions of this chapter shall, upon conviction in a summary proceeding,
be fined not less than $1,000 and, in default of the payment of the
fine and costs, shall be committed to the Allegheny County Jail for
a period not to exceed 30 days. Nothing contained herein shall be
deemed to preclude the Township to seek other relief or avail itself
of any remedy that may be at law or in equity to prevent continuing
violations of the terms of this chapter. Each day that the violation
occurs shall be deemed to be a separate violation.
This chapter is adopted pursuant to the powers and authority
of the First Class Township Code, 53 P.S. § 56522 (relating
to regulating the numbering of buildings) as well as 53 P.S. § 56510
(relating to public safety).
