As used in this chapter, the following terms shall have the meanings
indicated:
PARADE
A procession of any kind or any similar display in or upon any street,
sidewalk or right-of-way in the City of St. Francis that tends to disrupt
or interfere with the normal flow of vehicular or pedestrian traffic on any
street, sidewalk or other public place.
PERSON
Any person, firm, partnership, association, corporation, company
or organization of any kind.
RUN
Any type of event, whether competitive or not, where a group of people
is moving, whether aided by a bicycle or motor vehicle or not.
No person shall engage in, participate in, aid, form or start any parade
or run unless a permit therefor has been obtained from the City of St. Francis.
This chapter shall not apply to the following, except that their parade
date, route, and parade chairman must be approved by the Common Council:
B. St. Francis Day Parade and all other City-sponsored parades.
C. Homecoming parade of any high school located in the City
of St. Francis.
D. Funeral processions, which are also not required to have
the parade date and route approved by the Common Council.
Immediately upon the issuance of a permit, the City Clerk shall send
a copy thereof to the following:
Each permit shall contain the following information:
D. The portions of the streets that may be used.
H. Any other information the Common Council deems appropriate.
A permittee hereunder shall comply with all permit directions and conditions
and with all applicable laws and ordinances of the State of Wisconsin and
the City of St. Francis. A permittee shall also be responsible for gathering
and removing all litter and refuse resulting from the parade
or run and discarded along the route of such event. The person in charge of
such activity shall carry the permit on his person during the conduct of the
event.
No person shall unreasonably hamper, obstruct or impede or interfere
with any parade, parade assembly or run, or with any person, vehicle or animal
participating or used in the event, nor shall any other organization or group
of persons not included in the application for permit participate in the event.
No driver of a vehicle shall drive between the vehicles or persons comprising
a parade or run when such vehicles or person are in motion. However, the parade
or run shall permit passage of authorized emergency vehicles.
Where the City of St. Francis must use any of its equipment, personnel or otherwise above and beyond normal maintenance as a result of the event to which the above permit is issued, the cost thereof shall be charged to the person or organization to whom or to which the permit is issued, if no arrangements have been made for beforehand under §
329-5C above.
In addition to the suspension or revocation of a license issued under this chapter, any person who shall violate any provision of this chapter or any regulation, rule or order made hereunder shall be subject to a penalty as provided by §
1-4 of this Code.
