The Department of Community Development is hereby
established and created and shall be under the direction and control
of a Community Development Authority as established under Chapter
327 of the Acts of 1979, a Special Act of the Massachusetts Legislature,
adopted June 25, 1979.
The Marlborough Redevelopment Authority and
the position of Executive Director of said Authority are hereby abolished,
and its function and administrative staff, as set forth in Chapter
327 of the Acts of 1979, a Special Act of the Massachusetts Legislature,
adopted June 25, 1979, shall be transferred to the Department of Community
Development.
The Marlborough Housing Authority and the position
of Executive Director are hereby abolished, and its function and administrative
staff, as set forth in Chapter 327 of the Acts of 1979, a Special
Act of the Massachusetts Legislature, adopted June 25, 1979, shall
be transferred to the Department of Community Development.
There is a need for an economic development
and industrial corporation because unemployment, or a threat thereof,
exists in the City and security against future unemployment and lack
of business opportunity is required, and attracting new industry into
the municipality and substantially expanding existing industry through
any economic development project or projects financed under Chapter
121C of the Annotated Laws of Massachusetts and implemented by such
a corporation would alleviate the unemployment and lack of business
opportunity problems. The City hereby accepts the provisions of Chapter
121C of the Annotated Laws of Massachusetts, which relate to the power
of economic development and industrial corporations.
The Director and all officers and employees
necessary to carry out the work of the Department of Community Development
shall receive such annual salary as authorized by the Mayor with the
approval of the City Council.
