A. 
The Mayor shall appoint, subject to confirmation by the City Council, a Human Services Director for the City of Marlborough.
B. 
The term for said position shall be three years.
C. 
The Mayor shall appoint, subject to confirmation by the City Council, an Administrative Assistant to the Human Services Director.

The term of the Administrative Assistant to the Human Services Director shall be coterminous with the term of the Director.

A. 
The Human Services Director shall assess and analyze the delivery of human services to the residents of the community, with a special emphasis on programs that address the needs of at-risk youth, reporting all findings to the Committee on Human Services and the Mayor.
B. 
The Director shall, through a cooperative effort among all public and private agencies providing human services, encourage cooperation among community leaders, providers, private sector firms and individuals, educational professionals and citizens, with a specific goal of sustaining and increasing the community's commitment to issues of importance to youth.
C. 
The Director shall serve as a liaison and staff aide to the Substance Abuse Advisory Committee. With support from the Committee, elected officials and the appropriate nonprofit groups, the Director shall implement or cause to be implemented the recommendations of said Substance Abuse Committee, especially as they relate to the improvement of school programs designed to educate the young in the area of substance abuse.
D. 
The Director shall assist the community in its ability to utilize current federal, state and local resources to address specifically the problems of dropout prevention, teenage pregnancy, substance abuse, illiteracy and other issues affecting youth.
E. 
The Director shall develop an effective information and referral service to those in need, identify any areas of service lacking in the City, obtain and monitor public and private human services grants and recommend programs and services to the Human Services Committee and the Mayor. The Director shall also review all requests for municipal funding of human service programs, recommend a priority agenda for funding the same and propose ways and means to reduce duplication of effort, if any, among such programs.
F. 
The Director shall perform additional duties which the Mayor and City Council shall direct.
G. 
The Administrative Assistant to the Human Services Director shall support the Director in all aspects of Department responsibilities; independently assist individuals and families, assessing situations to provide information and referral; supervise recruitment and training of volunteers for programs that provide resources to those in need; perform grant research and writing; perform clerical functions for the Human Services and Veterans Services Departments, and attend appropriate board meetings to represent the Director.

A. 
The Director shall have at least four years of full-time or equivalent part-time experience in social work, social casework, counseling or volunteer work in the administration, management or direction of a recognized public or private nonprofit service agency or organization engaged in the delivery of human services, plus a bachelor's degree with a major in social work or a related field mandatory.
B. 
Possession of a master's degree in human services or social work is preferred and may be substituted for two years' full-time or equivalent part-time experience as described in Subsection A above.
C. 
The Administrative Assistant to the Human Services Director shall have either a bachelor's degree in sociology, psychology or a related field, or experience that is equivalent thereto, sufficient to the Director, in assisting those in need, in clinical conferencing, statistical research, program administration, clerical abilities, recruitment and supervision of volunteers, office management techniques and other related activities.
