It shall be the duty of the City Engineer to
assign a number to all buildings and vacant lots on all of the streets
of the City. The City Engineer shall prepare and keep on file in his
office plans showing the streets and the location of all numbered
buildings and lots within the City.
Numbers shall each cover on Main Street a frontage
of 20 feet approximately and on all other streets a frontage of 25
feet approximately, measuring from end to end of the street.
Whenever one number shall be insufficient to
particularly designate additional tenements or buildings on the premises
comprised within a given frontage, such additional tenements or buildings
shall be assigned, in conjunction with the usual and proper number,
the letters of the alphabet in their order, one letter to each such
additional tenement or building.
The whole of the City shall be divided into
districts, which shall include the following territory:
A. District A: that portion of the City situated easterly
of Maple Street, East Main Street and Stevens Street.
B. District B: embracing East Main Street and Stevens
Street and that portion of the City within the limits situated westerly
of such streets and northerly of Main Street, West Main Street and
Williams Street.
C. District C: embracing Maple Street, Main Street, West
Main Street and Williams Street and that portion of the City within
the limits situated westerly of Maple Street and southerly of Main
Street, West Main Street and Williams Street.

A. The owner and occupant of every residential, multifamily,
industrial, commercial or any other building situated on any street
within the City shall cause to be placed and maintained on or over
the outside door fronting the street or on the front corners of every
building having its entrances on the side thereof such numbers or
letters as may be assigned thereto by the City Engineer under any
provisions of this chapter.
B. The size in height of such numbers or letters, and
the placement thereof, shall be:
(1) Not less than two inches in height where the front
or corner of the building facing the street is less than 50 feet from
the street.
(2) Not less than four inches in height where the front
or corner of the building facing the street is between 50 feet and
100 feet from the street.
(3) Not less than six inches in height where the front
or corner of the building facing the street is between 100 feet and
200 feet from the street.
(4) Where the front or corner of the building facing the
street is more than 200 feet from the street, the size of the numbering
shall increase two inches in height for every 100 feet in distance
from the street.
(5) The numbers are to be placed so as to be easily observed
from the street in front of the premises.
No owner or occupant of any building in the
City shall affix or retain on such building, for more than three days,
any number contrary to the direction of the City Engineer.

A. Whoever shall refuse or neglect to comply with the
provisions of this chapter within 30 days after a notice in writing
delivered to the owner or occupant of such tenement or building of
the numbers or letters so assigned by the City Engineer shall, for
each and every offense, forfeit and pay a penalty of not more than
$25. In addition thereto, if the owner or occupant of any tenement
or building fails to number the same in accordance with the provisions
of this chapter, it shall be the duty of the City Engineer and/or
other City public safety units to place the proper number or numbers,
letter or letters thereon, and the cost thereof may be assessed by
the City Council upon such owner or occupant.
B. This section may be further enforced by the Fire Department
in the issuance of its various permits and related inspections, checks
and reviews of all properties by the withholding of any permits thereon.
