The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic, or in compliance with the directions of a police officer.
Every person convicted of a violation of this article shall be subject to the penalties provided for in § 1800 of the New York State Vehicle and Traffic Law.
In addition to the penalties for traffic infractions as made and provided in § 1800 of the New York State Vehicle and Traffic Law, the vehicle parking in violation of this article shall be subject to the Town and/or its agents towing the vehicle and impounding the same until all towing, storage charges and the like have been paid, plus $50 administrative fee to the Town of Canandaigua.
