The bylaws contained in Division 2, General
Bylaws, of the Code of the Town of Webster may be designated as the
"General Bylaws of the Town of Webster, Massachusetts," and shall
be in lieu of all bylaws heretofore in force.

The Selectmen shall publish these bylaws every
five years and additions of amendments in the Town Report thereto
in the year in which they are adopted.

A. These
bylaws may be altered, amended or annulled at any spring or fall Annual
or Special Town Meeting by a majority of those voters present, an
article or articles for that purpose having been inserted in the warrant
for such meeting, unless otherwise required by law. All proposed changes
to bylaws must be submitted in writing to the Bylaw Committee not
less than 30 days nor more than 90 days prior to the Town Meeting
at which they are to be considered.
B. Failure
to properly submit changes to the Bylaw Committee shall be grounds
for the Town Moderator to rule the bylaw article out of order.
If these bylaws shall conflict in any way with
the Webster Home Rule Charter (referred to as the Charter within these
bylaws), the Charter shall be the governing document.
The invalidity of any article or section of
these bylaws shall not invalidate any other article or section thereof.
These bylaws shall take effect upon their passage
by the Town Meeting and approved by the Attorney General and published
according to law.
