Whenever the same are used in this article,
the following terms shall have the meanings indicated:
BEECHWOOD PLACE PARKING AREA
Includes the area owned by the Borough of Leonia situated
at the southeast corner of the intersection of Broad Avenue and Beechwood
Place.

BOROUGH HALL AREA
Includes the area owned by the Borough of Leonia situated
in the rear of the Borough Hall, on the south side of Fort Lee Road
in said Borough.
COMMERCIAL VEHICLES
A commercial vehicle not exceeding 10,000 pounds in registered
weight with dimensions not greater than 242 inches in length, 84 inches
in width, and 84 inches in height and a school bus or Type II van
with a seating capacity of 16 or less.

DRIVEWAY
A space within a parking area maintained for the travel,
movement and distribution of vehicles to and from parking spaces.
ELM PLACE PARKING AREA
Includes the area owned by the Borough of Leonia situated
east of Broad Avenue and bounded by Fort Lee Road on the south and
Elm Place on the north.
LIBRARY PARKING AREA
Includes the area owned by the Borough of Leonia situated
in the rear of the public library or to the north of the building
and adjacent to and bounded on the north by Wood Park, on the east
by the Municipal Building Complex parking area and on the west by
residential property.

NONCOMMERCIAL VEHICLE
A vehicle used for personal, nonbusiness purposes excluding
recreational vehicles.

PARKING AREA
Any area which is owned by the Borough of Leonia whereon
public parking of motor vehicles is permitted.

PARKING SPACE
Any space within a parking area marked or otherwise designated
for parking a motor vehicle.
No person or operator of a motor vehicle shall,
at any time, stand or park the vehicle:
B. In any entrance to or exit from any parking area.
C. In any space other than within a single space designated
for parking, by pavement marking or otherwise.
D. In any manner so as to block or impede the progress
of any other vehicle or so as to prevent access by another vehicle
to a vacant parking space or exit from a parking space occupied by
another vehicle.
E. In any space or driveway where parking is prohibited,
as indicated by a no-parking sign.
F. In any space marked for or otherwise delineated and
designated for the use of emergency and public works vehicles.

A. With the exception of the Library parking area and the Borough Hall area and the provisions of §§
190-6,
190-7,
190-8 and Subsection
B below, it shall be unlawful for any person to cause, allow or permit any motor vehicle to stand or be parked in any parking area or space for more than two hours on any day, seven days per week, unless the vehicle displays a valid parking permit. Within the Library parking area, as defined in §
190-1, a three-hour restriction shall apply during Library operating hours only, seven days a week.
B. In the Borough Hall area, as defined in §
190-1 above, parking shall be limited to no more than one hour, other than a motor vehicle displaying a sticker or permit as provided and prescribed in §
190-9 of this article, on any day exclusive of Saturday and Sunday.

It is unlawful to allow any vehicle to stand
or be parked in any municipal parking area of the Borough of Leonia
continuously for more than 72 hours without a valid parking permit,
and any motor vehicle left on or in any municipal parking area for
over 72 hours as aforesaid shall be deemed to have been abandoned.
In such case, in addition to the imposition of any other penalty prescribed
herein, the Borough of Leonia may provide for the removal of any such
vehicle, and the owner thereof shall pay the reasonable costs of the
removal and storage which may result from such removal before regaining
possession of such vehicle.

A. There shall be 50 parking spaces designated as permit parking only.
These spaces shall be indicated by appropriate signage and markings.
The remainder of the lot, except for four spaces designated for fifteen-minute
parking, shall be considered general parking and shall be available
for parking not to exceed two hours on any day.
B. It shall be unlawful for any person to cause, allow or permit any
motor vehicle to stand or be parked in the designated permit section
of the lot unless the vehicle displays a valid parking permit.
C. It shall be unlawful for any person to cause, allow or permit any
motor vehicle to park in the general parking area for any period in
excess of two hours on any day.
D. It shall be unlawful for any person to cause, allow or permit any
motor vehicle to stand or be parked in the spaces marked "15 minute
parking" for any period in excess of 15 minutes.

A. There shall be eight parking spaces designated as permit parking only between the hours of 7:00 a.m. and 12:00 midnight Monday through Friday, except for holidays. These spaces shall be indicated by appropriate signage. Permits shall be issued in accordance with Leonia ordinance §
190-9.
B. It shall be unlawful for any person to cause, allow, or permit any
motor vehicle to stand or be parked in the designated permit parking
section of the lot between the hours of 7:00 a.m. and 12:01 a.m. Monday
through Friday, except for holidays, unless the vehicle displays a
valid parking permit.
C. There shall be two spaces designated for employees of the Borough
of Leonia Recreation Department. These spaces shall be reserved for
Board of Recreation employees 24 hours per day, seven days per week.
D. The remainder of the parking spaces shall be designated as "two-hour
free parking" between the hours of 7:00 a.m. and 12:01 a.m. Except
as otherwise permitted by the Borough during snow emergencies, it
shall be unlawful for any person to cause, allow or permit any motor
vehicle to stand or be parked in the spaces marked "two-hour free
parking" for any period in excess of two hours or at any time during
the hours of 12:01 a.m. and 7:00 a.m.
E. There shall be no parking permitted in the Beechwood Place parking
area between the hours of 12:01 a.m. and 7:00 a.m.

A. Permits and stickers will be required for all municipal parking areas
and may be obtained from the Borough Administrator or designee on
or after January 1 of each year and shall be valid until January 1
of the following year.
B. Parking permits or stickers required hereunder shall be issued only
to residents and taxpayers of the Borough of Leonia and employees
thereof, upon proper application to the Borough Administrator or the
Administrator's designee. Such permits and stickers shall designate
the motor vehicle as either that of a Borough employee (b) or for
parking within the Elm Place and Beechwood Place parking areas (e).
Permits or stickers shall be displayed by placing same on the inside
left rear side window of the motor vehicle, behind the driver.
C. Permits and stickers for the Elm Place and Beechwood Place parking
areas shall be issued following application to the Borough Administrator
or the Administrator's designee, on forms provided therefor, which
forms shall request the name and address of the applicant, vehicle
description and license plate number. The fee for such permit and
sticker shall be as follows:

(1) Noncommercial vehicles, annual fee: $200.
(a) For permits requested between January 1 and June 30: $200.
(b) For permits requested between July 1 and September 30: $150.
(c) For permits requested between October 1 and December 31: $100.
(2) Commercial vehicles, annual fee: $1,200. No proration of the annual
fee is permitted.
(3) One noncommercial vehicle belonging to a resident of a property having
no driveway, waiver of annual fee for snow-covered roadway parking
prohibition only.
D. Stickers shall be displayed on the vehicles in positions as shall
be indicated on said stickers.
E. Permits and stickers for use of the Borough Hall parking area shall
be issued following application to the Borough Administrator or the
Administrator's designee, on forms provided therefor, which forms
shall request the name and address of the applicant, vehicle description
and license plate number. This area shall also be limited to parking
by only those vehicles displaying a Borough employee (b) permit or
sticker between 8:00 a.m. and 5:00 p.m., Monday through Friday.

No vehicle weighing over five tons (10,000 pounds) shall be
allowed to stand or be parked in any municipal parking area. Borough-owned
vehicles are exempt from this prohibition. Vehicles up to 10,000 GVW
may obtain a parking permit and park in designated permit spaces in
either the Elm Place or Beechwood Place parking lot.
The owner of any motor vehicle taking advantage of any parking area shall assume all the risk of loss or damage to said motor vehicle, its equipment or parts thereof or any personal property contained therein while in said parking area, its approaches, entrances thereto or exits therefrom; and, should the Borough of Leonia deem it necessary to remove the motor vehicle under §
190-5 of this article, the owner of said motor vehicle shall assume all the risk of loss or damage to said motor vehicle, its equipment or parts thereof or any personal property contained therein during its removal or storage. The Borough of Leonia shall not be liable in damage to any person for any personal injury which may be sustained by any person while in or upon any such parking area or the entrances thereto or the exits therefrom.
Any person violating any of the provisions of
this article shall, upon conviction thereof, be punished by a fine
of not more than $50 for each offense or violation or imprisonment
for a term not exceeding 15 days, or both.
