There is hereby established a system of truck routes in the Borough of Leonia.

A. 
All commercial motor vehicles, trucks, tractors, trailers, semi-trailers or combination thereof having a total combined gross weight of vehicle plus load in excess of four tons shall be excluded from all streets in the Borough of Leonia, except Fort Lee Road eastbound, and westbound only west of Grand Avenue; Grand Avenue going north and south; Broad Avenue going north and south; and Leyland Drive going east and west, these being the only through streets in the Borough of Leonia. Trucks making pickups and deliveries of materials from restricted streets or parts thereof shall be excluded from the aforementioned restrictions.
B. 
All commercial motor vehicles, trucks, tractors, trailers, semi-trailers or combination thereof having a total combined gross weight of vehicle plus load in excess of 27.5 tons shall be excluded from Broad Avenue going north and south in the Borough of Leonia. Trucks making pickups and deliveries of materials from restricted streets shall be excluded from the aforementioned restrictions.
C. 
Fines. The owner or operator of any truck found to be in violation of Subsections A or B of this section shall be subject to the following fines:

Nothing in this chapter shall be construed to prevent trucks or other vehicles referred to in § 194-12 hereof from making deliveries of merchandise or other property along streets from which said trucks are excluded nor to prevent any trucks of public utilities companies from using excluded streets in connection with the construction, installation, operation or maintenance of public utility facilities.
