The regulations as set forth herein shall be controlling in each and every park, playground or Recreation Commission facility in the Borough of Leonia:
A. 
No person shall cut, injure, deface, remove or disturb any tree, shrub, building, fence, bench or other structure, apparatus, device or property or cut or remove any shrub, bush or flower or write or paint on any building, fence, bench or any structure.
B. 
No person shall kindle or make an open flame, except in the picnic grill provided or upon prior application for a permit to the Recreation Commission and Fire Marshal.
C. 
In addition to the regulation provided by the various Borough ordinances regulating animals, no animal shall be allowed to run loose in the parks except as part of special activities authorized by the Recreation Commission or as provided in this section.
D. 
No person on or within parks, playgrounds or Recreation Commission facilities shall have in his or her possession or use or enjoy any firecracker, firework or explosive of any kind or nature whatsoever, except under special circumstances upon permit.
E. 
No person on or within the parks, playgrounds or Recreation Commission facilities shall have in his or her possession or use or enjoy any bow or arrow, slingshot, knife or weapon, whose propelling forces are spring or air, except with the prior written consent of the Recreation Commission and Police Department.
F. 
No person shall climb any tree or walk, stand or sit upon monuments, vases, fountains, railings, fences, ornamental urns, flower boxes or upon any other property not designated or customarily used for such purposes.
G. 
No person shall have brought in or dump, deposit or leave any bottles, broken glass, ashes, paper boxes, cans, dirt, rubbish, waste, garbage or refuse or other trash. No such refuse or trash shall be placed in any waters in or contiguous to any park, playground or recreation facility or left anywhere on the grounds thereof but shall be placed in the proper receptacles or removed from the premises.
H. 
No person shall consume alcoholic beverages at any time in the park, playground or Recreation Commission facility, except upon application, as provided by law, to the Mayor and Council for a special permit.
I. 
No person shall see, offer for sale or solicit for sale any personal property, goods or merchandise, except upon permit from the Recreation Commission.
J. 
No person shall remain or stay in or upon a park or Recreation Commission facility (with the exception of the Wood Park tennis courts) 1/2 hour following sunset until sunrise, except upon special permit issued by the Recreation Commission. No person shall remain or stay on the tennis courts between the hours of 12:00 midnight and sunrise, except upon special permit issued by the Recreation Commission.
K. 
No person shall post, paste or affix any sign, placard, notice or advertisement on any tree, building, pole or other structure in any park, playground or Recreation Commission facility, except upon written application and permit by the Recreation Commission.
L. 
No exhibitions, concerts, entertainment or meetings of more than 20 persons shall be given in any parks, playground or recreation area, except after written application and permit to and by the Recreation Commission.
M. 
Baseball, softball, football, soccer and like sports shall be played only in designated areas.
N. 
Picnic lunch or other refreshment shall be eaten only in such places as may be designated for this purpose. The Recreation Commission shall, by resolution, designate the area and places within the Borough parks where such activities may be permitted.
O. 
No person shall ride a bicycle, motorbike, automobile or other wheeled vehicle, except wheelchairs, on or within parks, playgrounds or Recreation Commission premises, except upon a path, roadway or other area designated by the Recreation Commission and in such manner as not to interfere with other safety or enjoyment of the Recreation Commission facilities.
P. 
No person shall operate a motor vehicle on or within parks, playgrounds or Recreation Commission premises, except in the case of emergency vehicles or park maintenance equipment. Motor vehicles used to transport persons to or from parks, playgrounds or Recreation Commission facilities shall be parked only in designated parking areas.
Q. 
No person shall refuse to exhibit any permit, as required herein, to a duly authorized representative of the Recreation Commission upon request.
R. 
No person shall have brought in, offer for sale, or consume any food or beverage from a glass bottle, receptacle or container.
S. 
It shall be prohibited to have a pet off leash in any park in Leonia except as follows:
(1) 
Dudley C. Allen (Lakeview) Park shall be available for off-leash pet hours at all times the park is open to the public, which is from dawn to dusk.

A. 
Gatherings of more than 15 persons in any parks for purposes of sporting events, family gatherings, parties, or any group function must have a written application and permit from the Recreation Commission. A fee may be applied for any such permit.
B. 
Permit of the field is weather permitting. If a gathering will cause damage to any field or grassy area due to weather conditions, the permit will be considered null and void.
C. 
Recreation Department sponsored activities may be exempt from obtaining written permit applications.
D. 
No person shall refuse to exhibit any permit, as required, to a duly authorized representative of the Recreation Commission or any other official of the Borough upon request.
Any person violating the regulations set forth herein, upon conviction in a court of competent jurisdiction, shall be punished as provided in Chapter 1, Article I, General Penalty.
