Dwelling spaces. Interior walls, ceilings and other
exposed surfaces on the interior of units of dwelling space shall
be kept smooth, clean, free of flaking, loose or peeling paint, plaster
or paper. Where necessary to accomplish the foregoing or any part
thereof, such wall shall be painted, papered, plastered or otherwise
provided with a protective coating by the owner or operator, and the
walls and ceilings shall be refinished or recovered, as the case may
be, on a three-year cycle unless the condition thereof requires more
frequent treatment.
