All parts of all premises shall be kept free
of nuisances or other conditions which may constitute health, safety
or fire hazards. The owner, operator or occupant of every building
and its premises shall, along with other responsibilities necessary
to attain these objectives:
A. Maintain all parts of premises to prevent infestation.
B. Not store on the premises flammable, combustible or
explosive materials unless they are of a type approved for storage
by municipal regulations and then only in such quantities and in such
fireproof storage containers as may be prescribed by the Fire Marshal.
C. Provide at least one twenty-gallon watertight receptacle
with a tight-fitting cover or equivalent in total gallonage for each
dwelling unit for the temporary storage of garbage. These containers
shall be placed or kept on the property not nearer to the street than
the building line and shall be accessible for private or municipal
collection. Privately collected garbage shall be collected at least
twice a week.
D. Place rubbish and receptacles containing the same
in areas designated by the Public Officer of the Department of Public
Works for collections. Rubbish shall not be placed in such designated
areas earlier than 5:00 p.m. of the day prior to scheduled collections,
and the empty receptacles shall be removed to areas not exposed to
public view within 12 hours after the collection. Under unusual circumstances,
such as the need to move heavy items when the required personnel are
available, certain items may be placed in the designated area earlier
than the time prescribed above. The frequency and duration of such
exceptions shall be kept to a minimum, and repeated abuse of this
exception will be considered a violation.

All single-family, multiple-family, mixed occupancy and nonresidential
buildings and their premises shall be kept free of nuisances or other
conditions which may constitute health, safety or fire hazards for
occupants, neighbors or the general public. The owner, operator or
occupant of every such building and its premises shall, along with
other responsibilities necessary to attain these objectives:
A. Maintain all floors and supporting structural members
in sound condition capable of safely bearing imposed loads.
B. Cover bathroom and kitchen floors with water-resistant
material.
C. Supply properly fitting screens in good repair for
each exterior door and window in multiple-family dwellings. Such screens
shall be installed and maintained by the owner or operator from May
1 to October 1 of each year. Window screens shall not be required
in those windows provided with air-conditioning units or in centrally
air-conditioned dwellings.
D. Keep walls and ceilings in good repair, free from
cracks, breaks, loose plaster and similar conditions. Walls and ceilings
shall be protected with paint, paper, sealing material or other covering
so they may be kept clean, free of visible foreign matter, sanitary
and well maintained at all times.
E. Maintain interior stairs structurally sound and free
from defects, provide handrailings or banisters for all stairs, balconies,
fire escapes and stairwells, keeping them securely attached, maintained
free from defects and of sufficient height to guard against accidents
and be appropriate for use by persons of normal height, provide adequate
lighting for all stairs with control switches operable from each story
except in those cases where artificial lighting for hallways and common
areaways is supplied in accordance with state law from a master control
switch.
F. Maintain all connections of plumbing fixtures to the
sanitary sewer through lines which are free of leaks, corrosion or
deterioration and provide unobstructed passage from the plumbing facilities
within the dwelling to the sanitary sewer.
