No vehicle shall be parked on any street in the Borough of Leonia
between the hours of 9:00 a.m. and 11:00 a.m., Sunday through Saturday
(seven days a week), unless:
A. The vehicle is owned or operated on a regular basis by a Leonia resident
and the vehicle has displayed a resident hang tag; or
B. The vehicle is owned or operated by a guest of a Leonia resident
and the vehicle has displayed a guest hang tag.
C. The vehicle is owned or operated on a regular basis by a nonresident
who is employed by the Borough of Leonia, the Leonia Board of Education
or any other private entity or employer located in the Borough and
the vehicle is so identified by a nonresident employee hang tag.
D. Overnight parking restrictions: No vehicle shall be parked overnight
on any street in the Borough of Leonia between the hours of 12:00
midnight to 4:00 a.m., Sunday through Saturday (seven days a week),
unless:
(1) The vehicle is owned or operated on a regular basis by a Leonia resident
and the vehicle has displayed a resident hang tag; or
(2) The vehicle is owned or operated by an overnight guest of a Leonia
resident and the vehicle has displayed a guest hang tag.
E. Broad Avenue from Harrison Street to Crescent Avenue and Hillside Avenue from Broad Avenue to a point 150 feet to the west of Broad Avenue are exempted from the restrictions set forth in §
223-1A,
B,
C and
D.

The prohibitions set forth in §
223-1 shall not apply to the following classifications of vehicle:
A. Visitor’s vehicles. A vehicle displaying a current
visitor parking permit may park provided that the operator of the
vehicle is a bona fide transient guest of a resident in the Borough.
The visitor’s permit shall be displayed on the rearview mirror
of the vehicle in such a manner as to be clearly visible by an officer
enforcing parking regulations.
B. Contractor/service and delivery vehicles. Contractor,
service and delivery vehicles bearing the name and address of a commercial
business may park without permit during the times they are rendering
service within the Borough.
C. Emergency and utility vehicles. Emergency vehicles,
gas, electric, telecommunication and other similar vehicles may park
within the Borough during the times they are rendering service or
repairs within the Borough.
D. Health care providers. Health care providers may park
their vehicles within the Borough during the times they are rendering
assistance and/or health care service to residents of the Borough
(such health care provider to be defined as a nurse, home health aid,
physical therapist, or any other medical professional).
Application for parking permits under this chapter
shall be made in writing on forms provided to the Borough Clerk or
his/her designee. Permits shall be granted only under the following
terms and conditions:
A. Residents. To persons who are residents, a permanent
permit valid for two years shall be issued for every vehicle owned
or principally operated by such person.
B. Visitors. Two visitor permits shall be issued to each
residential unit requesting them for use only by visitors to that
residential unit.
C. Nonresident employees. To bona fide employees of the
Borough of Leonia the Leonia Board of Education or any private employer
with places of employment within the Borough, upon presentation of
valid proof of said employment such as pay stub or letter on the employer’s
letterhead. Permits issued pursuant to this section will remain valid
for a period of two years.
D. Sale of parking permits prohibited. All sales or exchanges,
whether for monetary or other consideration, of any parking permit
issued pursuant to this chapter is strictly prohibited and subject
to the penalties stated herein.
The Borough’s Police Department shall
be the enforcing agency with respect to the provisions hereof.

The Police Department shall recommend to the Mayor and Council
certain street intersections which are most utilized by vehicular
traffic entering the Borough. At these intersections, appropriate
signage shall be placed indicating that each street in the Borough
is subject to residential parking permit only, between the hours of
9:00 a.m. and 11:00 a.m. and 12:00 midnight to 4:00 a.m. Sunday through
Saturday (seven days a week) with no exception for legal holidays.
