Words and phrases, when used in this ordinance,
shall have the meanings ascribed to them in the Pennsylvania Motor
Vehicle Code as now in force or as hereafter amended, enacted or reenacted,
except in those instances where the context clearly indicates a different
meaning. The singular shall include the plural and the masculine shall
include the feminine, and, in addition to the foregoing, the following
definitions are indicated for clarity:
DISABILITY or HANDICAPPED
With respect to an individual:

A.
A physical impairment that substantially limits
one or more of the major life activities of such individual;
B.
A record of such an impairment; or
C.
Being regarded as having such as impairment.
DISABILITY or HANDICAPPED PARKING
A space or an area designated or marked out for the parking
of a vehicle bearing a valid official license plate designating that
it is operated by or on behalf of a person with a disability.

HIGHWAY
The entire width between the boundary lines of every way
publicly maintained when any part thereof is open to the use of the
public for purposes of vehicular travel. The term includes a roadway
open to the use of the public for vehicular travel on the grounds
of a college or university or public or private school or public or
historical park.
PARK or PARKING
A.
When permitted, the temporary storing of a vehicle,
whether occupied or not, off the roadway.
B.
When prohibited, the halting of a vehicle, whether
occupied or not, except momentarily for the purpose of, and while
actually engaged in, loading or unloading property or passengers.
ROADWAY
That portion of a highway improved, designed or ordinarily
used for vehicle travel, exclusive of the sidewalk, berm or shoulder
even though such sidewalk, berm or shoulder is used by pedalcycles.
In the event that a highway includes two or more separate roadways,
the term "roadway" refers to each roadway separately but not to all
such roadways collectively.
The police officers of the Township are hereby
given authority to direct traffic on the highways of the Township
and at intersections thereof.

No person shall operate any motor vehicle longitudinally upon
any sidewalk in the Township; nor shall any person operate any vehicle
upon or across any sidewalk except in order to gain access to or egress
from a driveway or alley at such locations where the curb, if such
sidewalk is curbed, shall have been properly cut down for the purpose.
Any person who shall violate any of the provisions of this section
shall, upon conviction thereof, be sentenced to pay a fine of $50
and, in default of payment of such fine and costs of prosecution,
to imprisonment in the county jail for not more than 10 days.

No vehicle entering any of the following intersections
from the first-named street shall there make a right turn:
A. On a certain forty-foot-wide private road, paralleling
the 100 block of Wyndmoor Road and lying generally 130 feet southeastwardly
therefrom and being a part of the premises of the Springfield High
School, northeastbound traffic shall not make a right turn therefrom
into Lownes Lane during the hours of 2:00 p.m. to 4:00 p.m. weekdays.
B. On a certain private access road in the Springfield
Square Shopping Center, located at a distance of 335 feet southeast
of Baltimore Pike, at its intersection with Lincoln Avenue.

A. Southwest
bound traffic at the intersection of Wyndmoor Road and Woodland Avenue.
No vehicle entering any of the following intersections
from the first-named street shall there make a left turn:
A. Saxer Avenue and South Rolling Road.

a left turn into South Rolling Road.

E. Northwestbound traffic on West Springfield Road (State
Route 2009) shall not make a left turn onto Old Marple Road (State
Route 1008) between the hours of 4:00 p.m. and 6:00 p.m.

F. Northwestbound traffic on West Springfield Road shall
not make a left turn onto Longview Drive, between the hours of 7:00
a.m. and 9:00 a.m. on weekdays.

not make a left turn onto Curtis Road, between the hours of 7:00 a.m.
and 9:00 a.m. on weekdays.

Springhaven Road.

I. Westbound
traffic on Springhaven Road shall not make a left turn onto Baltimore
Pike.

A. The following do-not-enter intersections are established:
(1) The intersection of Broadview Road and North State
Road. Vehicles shall not enter Broadview Road from North State Road
during the hours of 4:00 p.m. to 6:00 p.m., weekdays, Monday through
Friday.
(2) The intersection of Andrew Road and Westfield Road.
Vehicles shall not enter Andrew Road from Westfield Road, between
Westfield Road and East Leamy Avenue, during the hours of 4:30 p.m.
to 6:30 p.m., weekdays, Monday through Friday.

(3) The intersection of West Springfield Road and Mansion
Road. Vehicles shall not enter Mansion Road from West Springfield
Road during the hours of 4:00 p.m. to 6:00 p.m., weekdays, Monday
through Friday.

(4) The southwesterly end of the one hundred block of
Wyndmoor Road and the driveway and parking lot of the northeasterly
boundary of the Springfield High School. Vehicles shall not enter
Wyndmoor Road from said driveway and parking lot.

(5) The intersection of South State Road and Collins Drive.
Vehicles shall not enter Collins Drive from South State Road during
the hours of 4:00 p.m. to 6:00 p.m., weekdays, Monday through Friday.

(6) The intersection of Beatty Road and Barry Drive. Vehicles
shall not enter Barry Drive traveling in a northwestbound direction
from Beatty Road during the hours of 7:00 a.m. to 9:00 a.m., weekdays,
Monday through Friday.

B. Any person who shall violate any of the provisions of this section
shall, upon conviction thereof, be sentenced to pay a fine of $25
and costs of prosecution and, in default of payment of such fine and
costs, to imprisonment in the county jail for not more than five days.

No operator of any vehicle shall make a left turn upon the following
streets:
A. Saxer
Avenue: northbound traffic on Saxer Avenue, between Powell Road and
the SEPTA right-of-way, into the angle parking spaces on the westerly
side of the street.
At the following intersections, official traffic
signals shall be erected (or if already erected are hereby ratified),
and traffic at such intersections may be directed by such signals:
