A. 
The Office on Youth shall maintain continuing communication with the youth of the City of Colonial Heights for the purpose of obtaining advice on programs of interest to youth and evaluating the impact of such programs. In involving the youth of the City of Colonial Heights in the Youth Services Program, it shall also be the continuing duty of the Office on Youth to:
(1) 
Instill a sense of pride in the City and encourage involvement in community activities.
(2) 
Promote cooperation between the youth of the community, City government and private organizations.
(3) 
Sponsor in conjunction with the appropriate City departments, boards, commissions, committees or private organizations, services of benefit to the youth of the City.
(4) 
Encourage communication between City Council, the Youth Services Commission and the youth of the community.
B. 
Revenues derived from donations to the Youth Advisory Program shall, in each fiscal year, be applied to the payment of expenses incurred as a result of the activities of said program. To this purpose, the revenues shall be accounted for separately from all other City funds, and proper records shall be kept therefor apart from other records and accounts. In the event that the total of such revenue in such fiscal year is not encumbered for such purposes, unexpended and unencumbered balances shall not lapse but shall remain segregated from all other City accounts for application to such purposes in future fiscal years.
