A Law Library Committee is hereby established
consisting of the Clerk of the Circuit Court of Colonial Heights,
the Commonwealth's Attorney of the City of Colonial Heights, the City
Attorney of the City of Colonial Heights and two members of the Virginia
State Bar who have their principal offices in the City of Colonial
Heights. The Chief Judge of the Circuit Court of Colonial Heights
shall appoint said two members of the Virginia State Bar, who shall
serve at the pleasure of the Court, and the Chief Judge shall also
designate the person to be in charge of the day-to-day operation of
the library.
The public library of the City shall be under the general control
and management of the City Manager, who shall appoint a Librarian
to administer the day-to-day operations of the library.
The Librarian shall manage the library, employ staff for established
positions, direct the activities of staff, prepare the budget in consultation
with the City Manager, keep suitable financial records of the library,
select and purchase books, library materials and supplies, prepare
and release all library publicity, stimulate the growth of library
service, and perform any other duty that the City Manager assigns.
Before entering upon the discharge of his duties, the Librarian shall
take the oath of office for the faithful performance of his duties.
All moneys received on account of or for the library shall be
paid into the City treasury at such times as shall be prescribed by
the Director of Finance. The Librarian or City Manager shall approve
all vouchers and bills for the maintenance and operation of the public
library, and no such voucher or bill shall be paid by the Director
of Finance unless the same has been so approved.
Any person who willfully, maliciously or wantonly writes upon, injures, defaces, tears, cuts, mutilates or destroys any book, plat, picture, engraving, map, newspaper, magazine, pamphlet, manuscript, record or other public library property shall be punished as provided in Chapter
1, General Provisions, Article
II, of this Code.
