There is hereby created a Recreation Committee,
the members of which shall be appointed by the Chairman of the Township
Committee.

Said Committee shall consist of seven members
together with two alternate members who shall serve in the absence
of regular members. All said members shall be residents of the Township
of Rochelle Park.

The members of the Recreation Committee first
appointed shall hold office for one, two, or three years, respectively,
as fixed by the Chairman of the Township Committee, arid, thereafter,
all appointments shall be for a term of three years and vacancies
shall be filled for the unexpired term only. The sixth and seventh
member shall hold office for two and three years, respectively, and,
thereafter, all vacancies shall be filled for the unexpired term only.
Members of the Recreation Committee shall serve until their successors
are appointed and qualified. The members of the Recreation Committee
shall receive no compensation but shall be reimbursed for their actual
expenses.
The Township Committee may, in its sole discretion,
provide an annual appropriation for any expenses necessary for the
operation of the Recreation Committee, and the Committee shall be
provided with suitable quarters for the conduct of its operation.

At all times when the Recreation Committee Summer Camp is in
session, the field, playground and other areas in and around Carlock
Field shall be reserved solely for the use of the Summer Camp. The
hours of Summer Camp shall be determined by the Recreation Committee
as it may determine, from time to time. In the absence of such a specific
determination, the hours shall be 9:00 a.m. through 2:00 p.m. Monday
through Friday for the time period during which Summer Camp is in
operation. Provisions of this section may be enforced by the Rochelle
Park Police Department, and all penalties shall be in accordance with
the general penalty provision of the Township Code.

The Township Committee may establish, by resolution, any fees
for participation in recreation programs or use of recreation facilities.

There shall be a Recreation Director (the "Director") appointed
by the Township Committee. The Director shall be responsible for the
operation of the Recreation Department and shall perform the duties
of that office under the direction and supervision of the Township
Administrator. The responsibilities of the Director shall include,
but are not limited to, managing, supervising, coordinating, and overseeing
all recreation programs and activities within the Township, as well
as managing the Recreation budget. The Director shall preside over
all Recreation Committee meetings, answer questions from the Committee,
give regular reports on activities and finances, and keep meeting
minutes in accordance with the Open Public Meetings Act.
