Any person found guilty of violating any provision
of this chapter shall be subject to a fine for the first offense of
between $25 and up to $500 and shall be subject to enhanced fines
in the judge's discretion for subsequent violations up to a maximum
of $500.
This chapter shall take effect immediately upon
passage and publication as required by law; provided, however, that
the licensing and vaccinating provisions relating to cats shall take
effect January 31, 1991.
