Collection, removal and disposal of ashes, garbage
and other refuse from residential dwellings, municipal buildings and
public schools within the limits of the Township of Rochelle Park
shall be done at the general expense of the township. The owners/occupants
of all other buildings and structures used for commercial and industrial
purposes and all other nonresidential purposes within the Township
of Rochelle Park shall arrange or contract for private sanitation
services at their own cost and expense.
The said collection, removal and disposal of
ashes, garbage and other refuse shall be performed in accordance with
the specifications that the Township Committee of the Township of
Rochelle Park may from time to time adopt, but said collection, removal
and disposal of ashes, garbage and other refuse shall in every case
be performed in a sanitary and inoffensive manner and in accordance
with the rules and regulations of the Board of Health of the Township
of Rochelle Park and the Department of Health of the State of New
Jersey. Garbage must in every case be removed in wagons, carts or
automobiles that have watertight compartments for said garbage, and
both garbage and ash wagons, carts or automobiles shall always be
covered by heavy canvas coverings except when ashes and garbage are
being placed in such wagons, carts or automobiles.

Municipal collection of ashes, garbage and other
refuse within the limits of the Township of Rochelle Park shall be
provided twice each week during the months of May, June, July, August
and September. Collection shall be provided once per week during the
months of January, February, March, April, October, November and December.
The schedule for collection shall be promulgated by the Township Committee.

A. The Township Committee of the Township of Rochelle
Park shall award the contracts for the collection, removal and disposal
of said ashes, garbage and other refuse to the lowest responsible
bidder or bidders for said work, who shall give satisfactory bonds
or security for the faithful performance of said work. Such contract
shall be entered into in accordance with the requirements of the Local
Public Contracts Law.
B. The Township of Rochelle Park may enter into a contract
without competitive bidding provided that same is in accordance with
the Local Public Contracts Law which may include an interlocal agreement
with another municipality.
