As used in this chapter, the following terms shall have the meanings
indicated:
LANDSCAPERS
Any person, partnership, corporation, limited liability company or
any other entity which is engaged in the business of landscaping, lawn maintenance,
irrigation or gardening, for a fee or for profit. This shall not include casual
employment by minors or casual employment by family members.

Landscapers, as defined herein, who perform work or services within
the Township of Rochelle Park shall, annually, provide the office of the Township
of Clerk with proof of registration with the State of New Jersey pursuant
to the "Contractors' Registration Act." In the event that any landscaper or landscaping company is not
required to register pursuant to the aforementioned state law, the company
or landscaper shall provide written notice to the Township Clerk of the fact
that the landscaper is working within the Township of Rochelle Park but is
not subject to the Contractors' Registration Act.
Any person who violates any provisions of this chapter shall, upon conviction
thereof, be subject to a fine not exceeding $1,000 or to imprisonment for
a term not exceeding 90 days, or both.
All landscapers shall provide for the removal of lawn clippings and
other landscaping debris and shall not leave or deposit said debris at the
curbside or any other site in the Township of Rochelle Park. Any landscaper
who causes said lawn clippings or landscaping debris to remain on the site
or curbside or anywhere in the Township of Rochelle Park shall forfeit his
license to conduct his landscaping business anywhere in the Township of Rochelle
Park and shall also be subject to the penalties provided in this chapter.

A. No landscaper, as defined in this chapter, shall be allowed to
perform activities set forth herein within the Township of Rochelle Park on
Sunday or on the following holidays: New Year's Day, Memorial Day, Independence
Day (July 4), Labor Day, Thanksgiving Day and Christmas Day, unless an exemption
is sought and obtained for such work from the Township Committee. Nothing
contained in this chapter shall be considered as prohibiting an emergency
situation necessary for the preservation of health and safety on Sundays.
B. During the days of Monday through Saturday, no activities shall
commence before 7:00 a.m. and shall end at sundown.
