This article shall be known as and referred
to as "Solicitors Licensing Ordinance."
No person shall sell, solicit or canvass for
future delivery any article or thing in the Township of Rochelle Park,
New Jersey, without first obtaining a permit therefor.
No person shall distribute circulars, posters,
periodicals, magazines, tracts, pamphlets, samples of merchandise
or any similar article or thing in the Township of Rochelle Park,
New Jersey, without first obtaining a permit therefor.

All permits required by this article shall be
issued or denied in writing by the Chief of Police of the Township
of Rochelle Park within 10 days after application therefor, and all
applications therefor shall be directed to him. Each application shall
be accompanied by a fee of $25.
The application referred to in §
144-18 hereof shall contain:
I. Legal residence for last five years.
K. Name and address of employer.
L. Purpose for which permit is required.
N. Any other information the Chief of Police may require.
If it shall appear for the best interest of
the township that the permit applied for be denied, the Chief of Police
shall refuse to issue said permit.
Said permit shall be good only from 9:00 a.m.
to 5:00 p.m., prevailing time, for the day or days set forth therein
and shall be subject to immediate revocation and is invalid on Sundays.
Any person receiving a permit under this article,
while occupied in accordance herewith, shall carry the permit upon
his or her person and exhibit same when requested to any resident
or official.
Any person receiving a permit under this article,
while occupied in accordance herewith, shall be courteous to all residents
and persons within the Township of Rochelle Park and shall conduct
himself or herself properly at all times.
Any person receiving a permit under this article,
while occupied in accordance herewith, shall display conspicuously
upon his or her person a badge or button furnished by the Chief of
Police, for which a deposit of $2 is required and which deposit shall
be returned upon the surrender of said badge or button within 24 hours
after expiration of said permit. The failure to return said badge
or button within 24 hours will constitute a violation of this article.
This article shall not affect any person engaged
in the delivery of goods, wares or merchandise or other article or
thing in the regular course of business to the premises of persons
ordering or entitled to receive the same.

Any person violating the provisions of this
article shall, upon conviction thereof, be subject to a fine of not
less than $50 nor more than $200 or imprisonment for a period not
exceeding 30 days in the county jail, or both, in the discretion of
the Judge by whom such person shall be convicted.
