Every property owner in the Borough shall, upon 30 days' notice, construct or reconstruct a sidewalk in front of or alongside his property. He shall, upon 15 days' notice, repair the sidewalk in front or alongside his property in the manner stipulated in the notice.
Prior to any work, a permit shall be obtained from the Borough at a rate to be set from time to time via resolution.
All sidewalks shall be constructed, reconstructed, or repaired of concrete, brick or cut stone, according to specifications determined from time to time by the Engineer. Where a block of concrete has to be replaced, such replacement shall be with concrete only and in conformity to the attached Standards for Sidewalk Construction and Repair diagram. [1]
A. 
On Main Street from White Street to Franklin Avenue, both sides, the width shall be from buildings to curb, with the exception of the north side of Main Street from White Street to Barnett Street, where the width shall be eight feet.
B. 
On Jefferson Street, south side, from Franklin Avenue to Diamond Alley, the width shall be six feet.
C. 
On Jefferson Street, north side, from Barnett Street to Franklin Avenue, the width shall be six feet.
D. 
On Pickering Street from Jefferson Street to Cherry Alley, both sides, the width shall be six feet.
E. 
On Pickering Street, from Cherry Alley to Main Street, both sides, the width shall be eight feet.
F. 
On Pickering Street, east side, from Main Street to Madison Avenue, the width shall be from buildings to curb.
G. 
On Pickering Street, west side, from Main Street to Hunts Alley, the width shall be from building to curb.
H. 
On White Street, east side, from Main Street to Madison Avenue, the width shall be from buildings to curb.
I. 
On all other streets, the sidewalks shall be at least four feet wide.
In all cases where sidewalks are constructed, reconstructed, or repaired over coal cellars or other excavations under such sidewalks, such sidewalks shall be supported by iron or steel beams or girders, stone, or concrete arches. In no case shall any support of wood or other perishable material be used.
All sidewalks shall be constructed, reconstructed, and repaired and the grading therefor done upon lines and grades obtained by the property owner from the Engineer.
It shall be the duty and responsibility of the Engineer to determine, in the case of any individual property, whether or not the sidewalk shall be reconstructed or repaired. The Engineer may at any time during the course of the work inspect such work, and he shall make such an inspection upon the property owner's request. Within two days of completion of the work, the property owner shall notify the Engineer so that a final inspection of the work may be made.
Any property owner, upon his own initiative and with notice from the Borough, may construct, reconstruct, or repair a sidewalk in front of or alongside his property, provided he conforms with the provisions of this article.
The term "sidewalks" as used in this article shall apply only to sidewalks located in the street right-of-way of the Borough and shall not apply to sidewalks located on private property.
Any person violating any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600, plus costs of prosecution, and, in default of payment of such fine and penalties, to imprisonment for a term not to exceed 30 days. Each violation of any provision of this article, and each day the same is continued, shall be deemed a separate offense.
