There shall be a Finance Committee for the Town, to which shall be referred all articles in any warrant hereafter issued for a Town Meeting. The Selectmen, after drawing a warrant for a Town Meeting, shall immediately forward a copy thereof to each member of said Committee which shall consider all articles in the warrant and make such reports, in print or otherwise, to the Town Meeting as it deems for the best interest of the Town. The said Committee shall consist of seven persons to be appointed as provided in the following section.

The Moderator of the Town Meeting, when amendments to this by-law are adopted, shall within 30 days after Town Meeting appoint from the citizens of the Town one additional member to each class then holding office on the Committee, each such member to serve according to the tenure of the class to which they are severally chosen and two additional members whose terms of office shall expire at the close of the third annual meeting following the time when these amendments become effective. Annually thereafter, the Moderator presiding at the time of the Annual Town Meeting shall, within 30 days, appoint the two or three members, as the case may be, whose term of office shall expire at the close of the third annual meeting after their appointment. Said Committee shall choose its own officers and shall, with the exception of the secretary, serve without pay.
Whenever a vacancy occurs in said Committee, said vacancy shall be filled by said Committee by the appointment of a person to serve until the close of the next Annual Town Meeting, when the Moderator thereof shall appoint, in the same manner as the original appointment, a successor to fill out the unexpired term of the person whose office has been vacated.

Any department (defined as the Selectmen and all boards, committees, heads of departments or other officers authorized by law to expend money) whose budget (detailed estimate for the ensuing fiscal year) has not been submitted to the Town Accountant 90 days prior to the first Tuesday in May, as required by MGL c. 41, § 59, shall be considered as submitted for consideration with funding requests for all expense items equal to the equivalent line of the then-current fiscal year's expenses. Further, the salaries lines shall be modified in a manner consistent with step raises for employees, from their current pay, by the pay matrix and increases of an equal percentage for contractual employees, except as noted in § 41-5.

Those contractual employees who would otherwise be affected by § 41-4, whose pay for the ensuing fiscal year has been determined by contracts funded at a previous Town Meeting, shall have their positions' salary lines modified in a manner consistent with said previous Town Meeting.

Any budget (detailed estimate) that has been submitted under the provisions of § 41-4 above may be amended with the approval of the Finance Committee and the appropriate department, as defined above.
