This bylaw is intended to eliminate glare, minimize light trespass and sky glow and reduce energy use by specifying a full cutoff design for all public lighting in the Town of Townsend.
For the purposes of this bylaw, terms used shall be defined as follows:
DIRECT LIGHT
Light emitted directly from the lamp, off of the reflector or reflector diffuser or through the refractor or diffuser lens of a streetlight.
FIXTURE
The assembly that houses the light and can include all or some of the following parts: a housing, a mounting bracket or pole socket, a lamp holder, a ballast, a reflector or mirror or a refractor or lens.
LAMP
The component of a light that produces the actual light.
PUBLIC LIGHT
A complete lighting system including a lamp or lamps and a fixture or fixtures designed for the illumination of public ways; public parks; public parking areas; public schools and schools serving the public; municipal facilities such as Town Hall, fire, police and ambulance; and government institutions that serve the public including but not limited to state parks and campgrounds.
Specifically exempt from this bylaw are lights erected within the historic districts of Townsend and so designed as to represent "antique" or "old fashioned" period or colonial styles of the 1700's and 1800's, and all lighting regulated by state or federal statutes or agencies and all emergency lighting such as police, fire and defense.
All public lighting installed, replaced, or moved after the effective date of this bylaw shall emit no direct light above a horizontal plane through the lowest direct light emitting part of the light.
