The Mayor shall be the chief executive officer
of the City and shall have, in addition to other duties and powers
vested in him by this Act or by general law, the power and duty to:
A. Administer the affairs of the City and supervise all
City departments not otherwise entrusted by law or this Act to some
other officer, board, agency or commission.
B. Enforce this Act, City ordinances and all general
laws applicable thereto.
C. Recommend from time to time to the City Council such
ordinances, resolutions or other action as he may deem necessary or
expedient for the welfare or good government of the City.
D. Present at the annual organizational meeting of the
City Council a general statement with respect to the government and
finances of the City, together with such recommendations as he may
deem proper.
E. Control and direct the police force and police officers
of the City to quell insurrections, riots or disorderly assemblages
or to meet any emergency imperiling public safety and, in the absence
of a Board of Police Commissioners, to control and direct them generally.
F. Serve as the appointing authority with respect to
all employees of the City not otherwise by law or the provisions of
this Act subject to the jurisdiction of another board, commission
or agency, with power to remove, suspend, discharge or otherwise discipline
employees as permitted by law, personally or through the head of the
department in which the said employee is employed.
G. Perform such duties, functions and acts as the representative
of the City not otherwise vested in any other city officer, board,
agency or commission.
