There is hereby established the Mayor's Office
of Planning and Development, which shall have the general responsibilities
and duties for planning as related to land use, fiscal management,
public service, redevelopment and the administration of applications
for federal, state and other grants-in-aid. The Office shall also
function as the technical staff for the Planning Board, Zoning Board
of Adjustment and as otherwise directed by the Mayor and City Council.

A. There is hereby established the office of Director
of the Mayor's Office of Planning and Development. The Director shall
be a City officer appointed by the Mayor and confirmed by the City
Council. The Director shall be a person qualified by experience and
training to perform the duties of the office.
B. There shall be an Assistant Director, who shall be
an employee of the City in the classified civil service qualified
for appointment by the Civil Service Commission of this state.

The Mayor's Office of Planning and Development
shall have the following divisions:
A. The Division of Grantsmanship shall be supervised
by a Division Manager, who shall be a City employee in the classified
civil service, qualified by experience and training to execute the
duties and responsibilities of the Division.
B. The Division of Comprehensive Planning and Development
shall be supervised by a Division Manager, who shall be the City Planning
Officer, a City employee in the classified civil service qualified
for appointment by the Civil Service Commission of this state. The
City Planning Officer shall also be a New Jersey licensed professional
planner pursuant to the provisions of N.J.S.A. 45:14A-1 et seq.
C. The Division of Neighborhood/Housing Revitalization
shall be supervised by a Division Manager, who shall be a City employee
in the classified civil service qualified by experience and training
to perform the duties and responsibilities of the Division. The Division
shall be responsible for the administration and revitalization of
all City-owned real property, unless such responsibility is otherwise
designated by ordinance or custom and practice to other City departments,
divisions, boards and commissions. The Division shall be responsible
for the administration of the Self-Help Housing Rehabilitation Program
or similar programs assigned to it, programs emanating from grants
to the City and any other grant program that may be deemed appropriate
by the Mayor or City Council in a manner required by law. The Division
shall also be responsible for the collection of all rental income
from City-owned properties and perform such other duties as designated
by the Director.
The Mayor's Office of Planning and Community Development shall have the following duties as they relate to the Divisions set forth in §
5-117. The Office shall:
A. Compile, correlate and review information regarding
federal, state and private foundation funds that are available to
obtain maximum aid to meet the needs of programs within the City.
B. Identify programs available for existing and proposed
projects.
C. Outline major provisions and requirements of proposed
projects and their funding grants.
D. Act as liaison with federal, state and county foundation
officials concerning all aspects of planning, community development
and grants-in-aid.
E. Coordinate official programs which directly impact
upon the functions of this Office with department or division heads,
boards and commissions.
F. Develop studies, surveys and reports recommending
uses of federal, state and private foundation aid.
G. Prepare, process and coordinate applications for aid
on behalf of the Mayor and City Council.
H. Expedite and follow up on funding of projects approved
and in progress.
I. Establish and maintain needed or required records
and files.
The Office shall have additional personnel as
may be provided for by the budget and set forth in the Salary Ordinance
of the City. Said personnel shall be qualified by experience and training
to perform the duties assigned by the Director.
