All employees not otherwise provided for under this chapter shall work a thirty-five-hour week. Except as hereinafter provided, all City offices and departments shall be open between the hours of 8:30 a.m. and 4:30 p.m. each weekday. Employees shall be entitled to one hour for lunch.
The following employees shall work a forty-hour week, such work schedule to be from 7:00 a.m. to 4:00 p.m. each weekday with one hour for lunch, except where a different workweek or schedule is recommended by the department head and approved by the Mayor or by the agency responsible for establishing personnel practices:
A. 
All employees hired at an hourly rate, unless otherwise specified or unless hired temporarily to fill a position which, under § 60-30, has a workweek of less than 40 hours.
B. 
All employees of the Street, Sewer and Garbage and Trash Divisions of the Engineering Department.
C. 
All employees of the Traffic Division of the Engineering Department except the Traffic Engineer and Assistant Traffic Engineer.[1]

D. 
All watchmen in the Building Maintenance and Operations Department.
Notwithstanding the provisions of §§ 60-30 and 60-31 above, the Mayor or the responsible department head may modify the hours of work in order to meet any emergency necessitating such change in hours.
There is hereby established for the Fire Department of the City, subject to implementing resolution by the Board of Fire Commissioners, a normal workweek with an average of 42 hours per week in any eight-week cycle for the members thereof, in accordance with the following schedule of actual duties:

The schedule adopted by the preceding section shall be subject to such further rules and regulations as the Board of Fire Commissioners[1] may establish governing emergencies and other matters relevant to the operation of such schedule.
