Pursuant to N.J.S.A. 40:67-16.1, the streets
or parts of streets as described herein are hereby designated as routes
for vehicles over four tons. All trucks having a total combined registered
gross vehicle weight (GVW) load in excess of four tons shall be excluded
from all municipal streets, except from those municipal streets listed
and state and county roadways which form a part of the truck route.
Vehicles will be permitted on all streets for the pickup and delivery
of materials.

A.
The purpose of this section is to promote pedestrian
safety (including those of minors), avoid life-threatening situations,
and coordinate traffic control through the joint coordinated effort
of the City's Police Department, Public Works Department and Board
of Education. While there is a need to promote and protect child safety,
the goal is not to punish children by subjecting them to a penalty
of a fine, imprisonment or both, but to educate them so that they
may become responsible citizens conducting themselves in a safe and
orderly manner. This section is declared to be remedial and essential
to the public interest, and it is intended that this section be liberally
construed to effectuate the purposes as stated in this section.
B.
Crossing streets, avenues and other roadways within
the City. On streets, avenues and other roadways within the City where
traffic is controlled by a traffic control signal or by police officers,
traffic officers or school traffic guards, pedestrians shall not cross
the roadway against the red or stop signal unless otherwise specifically
directed to go by a police officer, traffic officer or school traffic
guard or other traffic control device. Where traffic is not controlled
and directed by either a police officer, traffic officer or school
traffic guard, pedestrians shall cross the street, avenue or roadway
within a crosswalk or, in the absence of a crosswalk, and where not
otherwise prohibited, at right angles to the roadway. Where sidewalks
are provided, it shall be unlawful for any pedestrian to walk along
and upon an adjacent street, avenue and roadway.
C.
Use of designated crosswalk. At intersections where
traffic is directed by a police officer, traffic officer or school
crossing guard, no pedestrian shall enter upon or cross the roadway
at a point other than the crosswalk.
D.
Driver to yield to pedestrians at crosswalk; exceptions.
The operator of a vehicle shall yield the right-of-way to a pedestrian
crossing the roadway within a marked crosswalk or within any unmarked
crosswalk at an intersection, except at crosswalks when the movement
of traffic is being regulated by police officers, traffic officers,
school traffic guards or other traffic control signals, or where otherwise
prohibited by state, county or other municipal regulations and codes.
No pedestrian shall suddenly leave a curb or other place of safety
and walk or run into the path of a vehicle which is so close that
it is impossible for an operator to yield. Nothing contained within
the provisions of this chapter shall relieve a pedestrian from using
due care and caution for his safety. Every pedestrian upon a roadway
at any point other than within a marked crosswalk or within a unmarked
crosswalk at an intersection shall yield the right-of-way to all vehicles
upon the roadway.
It is a violation of this chapter for any person
to do any act forbidden or fail to perform any act required in this
chapter.

Unless another penalty is expressly provided
by New Jersey Statute, every person convicted of a violation of a
provision of this chapter or any supplement thereto shall be liable
to a penalty of not more than $54 or imprisonment for a term not exceeding
15 days, or both.
