The funds required to be deposited in or otherwise paid through
parking meters as provided herein are hereby levied and assessed as
fees to provide for the proper regulation and control of traffic upon
the public streets and also the cost of supervision and regulating
the parking of vehicles in the parking meter zones created hereby
and to cover the cost of the purchase, supervision, protection, inspection,
installation, operation, maintenance, control and use of the parking
meters.

A.
The operation of the parking meters shall be through the use of United
States currency or coin (including through payment by valid credit
card, debit card or other remote payment device) deposited into the
parking meter to the amount shown or displayed on the respective parking
meter.
B.
The operator of the vehicles shall, upon entering the parking space,
immediately deposit or cause to be deposited the required currency
or coin (including through payment by valid credit card, debit card
or other remote payment device) of the United States in such parking
meter and set in operation the timing mechanism on such parking meter
in accordance with the directions appearing thereon. Failure to deposit
such currency or coin (including through payment by valid credit card,
debit card or other remote payment device), or to set in operation
the timing mechanism on such parking meter in accordance with the
directions appearing thereon, shall constitute a breach of this article
and shall subject such person to the penalty described in this chapter.

A.
The Director of Public Works, when an appropriation
is provided therefor, is hereby authorized to provide for the installation,
regulation, control, operation and use of the parking meters provided
for in this article and to maintain the parking meters in good working
condition and to sign and mark the parking meter spaces for their
legal position and time limits, and is hereby authorized and empowered,
after the approval of the terms and conditions thereof by the Mayor
and City Council, to purchase and install parking meters, together
with extra coin boxes, service kits, extra units and other accessories.
B.
No meters shall be installed at any of the areas where
parking is prohibited pursuant to N.J.S.A. 39:4-138.
A.
It shall be unlawful and a violation of this article
to park any vehicle in any position other than within the stall markings
provided or for periods longer than the legal limit.
B.
It shall be unlawful and a violation of the provisions
of this article for any person to cause, allow, permit or suffer any
vehicle registered in the name of or operated by such person to be
parked overtime or beyond the maximum period of legal parking time
established for any parking meter zone.
C.
It shall be unlawful and a violation of the provisions of this article
for any person to deposit any or cause to be deposited in a parking
meter any currency or coin (including through payment by valid credit
card, debit card or other remote payment device) for the purpose of
increasing or extending the parking time of any vehicle beyond the
maximum legal parking time which has been established for the parking
space adjacent to which the parking meter is placed.

D.
It shall be unlawful to permit a vehicle to continue to occupy or
be placed in any metered parking space while the meter is displaying
a violation signal or for which the required amount has not been deposited.

Parking meters shall be in operation between
8:00 a.m. and 6:00 p.m. daily, except Sundays and legal holidays,
unless otherwise provided by the City Council.
It shall be unlawful to knowingly deposit any
material other than United States coins in any parking meter.
It shall be unlawful for any person to deface
or in any way tamper with any parking meter.
The receipts and revenues collected from the
coin boxes of the parking meters herein provided for shall be paid
to the Collector of Taxes and deposited in the general funds of the
City.

Parking or standing a vehicle in a parking meter space in the on-street parking meter areas described below shall be lawful during the hours, and upon the deposit or other payment of such amounts as may be determined and specified, from time to time, by the Parking Authority of the City of East Orange, pursuant to § 56-2 of the City Code and Ordinance No. 30 of 2015:

Parking or standing a vehicle in a parking meter space in off-street parking meter areas owned, leased or otherwise controlled by the Parking Authority of the City of East Orange, if any, shall be lawful only when not in excess of the maximum time, and only upon the deposit or other payment of such amounts as may be determined and specified, from time to time, by the Parking Authority of the City of East Orange pursuant to § 56-2 of the City Code and Ordinance No. 30 of 2015.
