The position of Sanitary Landfill Inspector,
hereinafter referred to as "Inspector(s)," is hereby created. The
Board of Health, hereinafter referred to as "Board," shall appoint
qualified persons, as established hereunder, to the position of Inspector
and shall create as many positions as there are landfills located
within the Township of Mantua which have been registered with the
Bureau of Solid Waste Management of the New Jersey Department of Environmental
Protection, hereinafter referred to as "Bureau," and have been approved
by the New Jersey Department of Environmental Protection, hereinafter
referred to as "Department," and which have been issued a certificate
of public convenience and necessity by the Board of Public Utility
Commissioners, State of New Jersey.
Persons appointed Inspector(s) by the Board
shall meet the qualifications required of an Environmental Technician
(environmental quality) as classified by the New Jersey Department
of Civil Service, hereinafter referred to as "Civil Service," Division
of Classification and Compensation.
The Board shall establish the salary of the person hired as Inspector within the salary ranges designated by the Civil Service for an Environmental Technician (environmental quality) as classified under §
56-34 herein.
The Inspector shall perform the following duties:
A. The Inspector shall remain on the site of the sanitary
landfill during its hours of operation and inspect vehicles entering
the landfill for the purpose of unloading any solid waste (as defined
by N.J.A.C. 7:26-1.4.60) to ascertain whether the operational requirements
of N.J.A.C. 7:26-1 et seq. and the terms and conditions of the registration
statement approved by the Department are satisfied.
B. The Inspector shall periodically inspect the landfill
site to ascertain whether the operational requirements of N.J.A.C.
7:26-1 et seq. and the terms and conditions of the registration statement
approved by the Department are satisfied.
C. The Inspector shall be subject to any rules and regulations
that the Bureau may promulgate. If so directed by the Bureau, the
Inspector shall submit periodic inspection reports to it.
D. In the event that violation(s) of the registration
statement for the sanitary landfill and/or of the rules of the Bureau,
N.J.A.C. 7:26-1 et seq. and/or the laws of the State of New Jersey
and/or ordinances are discovered by the Inspector, he shall immediately
report such violation(s) to the Bureau, and he may take further action
as permitted by law, including but not limited to the issuance of
lawful process.
E. Copies of reports, oral or written, required under Subsection
C herein, shall be forwarded to the Health Officer for the Board.
