This chapter shall act as the Administrative
Code, as provided for in the Charter of the City of Coatesville.
The City Manager shall be the chief executive
officer of the city and shall have those powers and duties prescribed
by law, the Home Rule Charter of the City of Coatesville and ordinances
and resolutions adopted by the City Council.
The administrative service of the city shall
be under the City Manager and shall be comprised of the following
departments and heads thereof:
A. Department of Municipal Operations; Department head:
Director of Municipal Operations.
B. Department of Police; Department head: Chief of Police.
C. Department of Finance; Department head: Director of
Finance.
D. Department of City Management and Administration;
Department head: City Manager.
The Department of Municipal Operations shall
be responsible for the operation and maintenance of all city-owned
property and facilities and the following public operations and services:
A. Sewage treatment plant and collection system.
B. Streets and streetlighting.
C. Landfill and solid waste collection.
D. Parks, public buildings and property.
E. Storm drainage and snow removal.
The Department of Police shall be responsible
for law enforcement and public safety.
The Department of City Management and Administration
shall be responsible for personnel administration, budget preparation
and projections, planning and community development, engineering and
code enforcement, contract negotiations, recreation, civil defense
and coordination of volunteer fire departments and intergovernmental
cooperation.
