It shall be unlawful to park any vehicle against the flow of traffic on any street within the City of Coatesville with the exception of the west side of the following locations:

It shall be unlawful to park within 20 feet of a crosswalk at an intersection within the City of Coatesville.

A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
CURB LOADING ZONE
A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
FREIGHT CURB LOADING ZONE
A space adjacent to a curb for the exclusive use of vehicles during the loading or unloading of freight.
PASSENGER CURB LOADING ZONE
A place adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
B. 
Prohibited acts.
(1) 
Standing in passenger curb loading zone. No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers in any place marked as a passenger curb loading zone during hours when the regulations applicable to such curb loading zone are effective, and then only for a period not to exceed three minutes.
(2) 
Standing in freight curb loading zone.
(a) 
No person shall stop, stand or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a freight curb loading zone during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed 30 minutes.
(b) 
The driver of a passenger vehicle may stop temporarily at a place marked as a freight curb loading zone for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter such zone.
(3) 
Restricted use of bus and taxicab stands. No person shall stop, stand or park a vehicle other than a bus in a bus stop (or other than a hackney in a hackney stand) or other than a taxicab in a taxicab stand when any such stop has been officially designated and appropriately signed, except that the driver of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any bus (hackney) or taxicab waiting to enter or about to enter such zone.
C. 
Designation.
(1) 
Curb loading zones. Upon recommendation of the City Manager, City Council shall, by ordinance, determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions of this section are applicable.
(2) 
Public carrier stops and stands. Upon recommendation of the City Manager, City Council shall, by ordinance, establish bus stops, bus stands, taxicab stands and stands for other passenger common-carrier motor vehicles on such public streets in such places and in such number as it shall determine to be of the greatest benefit and convenience to the public, and every such bus stop, bus stand, taxicab stand or other stand shall be designated by appropriate signs.[1]

D. 
Stopping, standing and parking of buses and taxis.
(1) 
The operator of a bus shall not stand or park such vehicle upon any street at any place other than at a bus stand so designated as provided herein.
(2) 
The operator of a bus shall not stop such vehicle upon any street at any place for the purpose of loading or unloading passengers or their baggage other than at a bus stop, bus stand or passenger loading zone so designated as provided herein, except in case of an emergency.
(3) 
The operator of a bus shall enter a bus stop, bus stand or passenger loading zone on a public street in such a manner that the bus, when stopped to load or unload passengers or baggage, shall be in a position with the right front wheel of such vehicle not farther than 18 inches from the curb and the bus approximately parallel to the curb, so as not to unduly impede the movement of other vehicular traffic.
(4) 
The operator of a taxicab shall not stand or park such vehicle upon any street at any place other than in a taxicab stand so designated as provided herein. This provision shall not prevent the operator of a taxicab from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of and while actually engaged in the expeditious loading or unloading of passengers.
It shall be unlawful to park in specially designated spaces to be marked by signs stating "Reserved for Official City Vehicle," such spaces to be designated in the following locations:

It shall be unlawful to park in specially designated spaces to be marked by signs identifying such spaces as for "Handicapped Parking" or "Handicapped Zone" without a vehicle legally displaying a handicapped plate or placard or a severely disabled veteran plate or placard operated by or for transportation of the person with a disability or seriously disabled veteran.

It shall be unlawful to park in specially designated spaces to be marked by signs identifying such spaces as a "No Parking Zone."

A. 
Any violation of the provisions of § 218-2, 218-4, 218-6, 218-7, 218-7.1 or 218-7.3 shall be subject to a fine of $25 to be paid within 10 days. Violations of § 218-3 (Obstruction of driveways) and § 218-5 (Fire hydrants) shall be subject to respective fines of $45 and $65 to be paid within 10 days. Violations of § 218-7.2 (handicapped parking) shall be subject to a fine of $65 if paid within 10 days (and shall be subject to towing and payment of the costs thereof if noted on the signage designating the location).
B. 
Any violation of the provisions of § 218-2, 218-4, 218-6, 218-7.1 or 218-7.3 shall be subject to a fine of $50 to be paid after 10 days but before 20 days. Violations of § 218-3 (obstruction of driveways) and 218-5 (Fire hydrants) shall be subject to respective fines of $90 and $130 to be paid after 10 days but before 20 days. Violations of § 218-7.2 (handicapped parking) shall be subject to a fine of $130 if paid after 10 days but before 20 days (and shall be subject to towing and payment of the costs thereof if noted on the signage designating the location).
C. 
Any violation of the provisions of § 218-2, 218-4, 218-6, 218-7, 218-7.1 or 218-7.3 shall be subject to a fine of $75 to be paid after 20 days, but before citation. Violations of § 218-3 (Obstruction of driveways) and § 218-5 (Fire hydrants) shall be subject to respective fines of $110 and $200 to be paid after 20 days but before citation. Violations of § 218-7.2 (handicapped parking) shall be subject to a fine of $200 if paid after 20 days but before citation (and shall be subject to towing and payment of the costs thereof if noted on the signage designating the location).
D. 
Failure to respond by the payment of the fines as aforesaid shall, after 28 days, result in the issuance of a citation to the defendant. Thereafter, the prosecution shall proceed in accordance with the Pennsylvania Rules of Criminal Procedure, and, upon conviction for the offense, the defendant shall be ordered to pay the maximum fine prescribed by law, together with the costs of prosecution, and/or to be incarcerated in the county prison for not more than five days.
