A. 
It shall be unlawful to park trucks, buses, mobile homes, equipment or other vehicles, as defined in § 218-13, in prohibited areas and streets within the City of Coatesville, as designated from time to time by action of the City Council. Such prohibitions or restrictions shall be effective when appropriate signs giving notice thereof are erected upon such streets and in such areas.
B. 
When bus or truck parking prohibited zones or bus or truck parking restricted zones are established by the City Council, it shall be unlawful for the driver, owner or lessee, lesser, consignee or consignor of a bus, motor truck or other vehicle or equipment, as defined in § 218-13, to allow such bus, motor truck or other vehicle or equipment to remain parked upon such street in violation of the established prohibition or restrictions.
C. 
No commercial vehicle or part thereof or combination thereof, having a registered gross weight, either solely or in combination, exceeding 8,000 pounds or which is in excess of 18 feet in length, shall be parked, stored or maintained on any street, road, right-of-way or lot within any building or structures in any City residential district or central business district, except temporarily during actual performance of work on the premises where such vehicle or equipment is parked, stored or maintained. For the purpose of this section, the term "registered gross weight" shall have the meaning ascribed to it in the definition section of the Pennsylvania Vehicle Code.
D. 
Parking of certain vehicles prohibited. Parking is prohibited for any motor vehicle designed or adapted for use as a mobile dwelling or office, except a motor vehicle equipped with a truck camper.
E. 
In addition to the restrictions set forth herein, no school bus shall be parked in any street within the City of Coatesville at any time except as is necessary to safely pick up or discharge passengers.
F. 
Towing. No operator of a tractor-trailer or any combination thereof shall park such tractor-trailer or any combination thereof on any street, roadway, alleyway, public right-of-way, private lane or public or private property in the City of Coatesville longer than is necessary to unload the same, and no such driver shall, at any time, unhitch the tractor from the trailer while the rigging is parked on a City street, roadway, alleyway, public right-of-way, private lane or public or private property in the City of Coatesville.
G. 
A violation of this section is considered a nuisance, and the City of Coatesville police are hereby authorized to tow and remove such illegally parked tractor-trailer or any combination thereof.
H. 
Removal and impounding of illegally parked tractor-trailers or any combination thereof.
(1) 
Authority to remove and impound. The City of Coatesville police are hereby authorized to remove and impound or to order the removal and impounding of any vehicle of the type mentioned herein parked on any street, roadway, alleyway, public right-of-way, private lane or public or private property in the City of Coatesville in violation of any of the provisions of the law or any ordinance of the City of Coatesville. However, no tractor-trailer or any combination thereof shall be removed or impounded except in strict adherence to this subsection.
(2) 
Records. The City of Coatesville Police Department shall keep a record of all vehicles of the kind mentioned herein impounded and shall be able, at all times, to furnish the owners or agents thereof with information as to the place of storage of such vehicle.
(3) 
Payment of towing and impounding charges. The payment of any towing and impounding charges authorized by this section shall be borne by the owner or operator of the tractor-trailer or any combination thereof, of the kind mentioned herein.
(4) 
Liability of owners and operators. The payment of towing and storage charges shall not operate to relieve the owner or operator of any tractor-trailer or combination thereof from the liability for any fine or penalty for a violation of any law or ordinance on account of which the vehicle was removed or impounded.
(5) 
Restrictions upon removal. Tractor-trailers or any combination thereof, of the kind mentioned herein, shall be removed by the City of Coatesville Police Department under authority of this section; however, if, at the time of the intended removal thereof, the owner or person for the time being in charge of such illegally parked tractor-trailer or combination thereof is present and expresses a willingness and intention to remove such tractor-trailer or combination thereof, the removal must proceed immediately by the owner or person in charge of such illegally parked tractor-trailer or combination thereof.
The following words and phrases, when used in this article, shall, for the purposes of this article, have the meanings respectively ascribed to them in this section as follows:
BUS
A commercial vehicle designed or constructed primarily for the purpose of carrying more than 13 persons.
CAMPER/MOTOR HOME
A motor vehicle designed or adapted for use as a mobile dwelling or office, except a motor vehicle equipped with a truck camper.
COMMERCIAL MOTOR VEHICLE
Any motor vehicle designed or used for the transportation of property, not including a passenger bus, passenger automobile, motorcycle, panel delivery truck or pickup truck, having a registered gross weight, either solely or in combination, exceeding 8,000 pounds or which is in excess of 18 feet in length. "Registered gross weight" shall have the meaning ascribed to it in the definition section of the Pennsylvania Vehicle Code.
EQUIPMENT
Includes but without limitation pole or pipe dolly, special mobile equipment, specially constructed vehicle, reconstructed vehicle and/or any load placed thereon.
MOTOR VEHICLE
Every vehicle, as herein defined, which is self-propelled.
PASSENGER CAR
A motor vehicle designed for carrying 10 passengers or fewer and primarily used for the transportation of persons.
SCHOOL BUS
Any vehicle used, either on a full-time or part-time basis, for the transportation of students to or from school or a school-related activity except such vehicles as fall within the definition of "passenger car" as defined herein.
SEMITRAILER
Every vehicle of the trailer type so designed or used in conjunction with a motor vehicle that some part of its own weight and that of its own load rests upon or is carried by another motor vehicle.
TRAILER
Every vehicle without motive power designed or used to carry property or passengers wholly on its own structure and to be drawn by a motor vehicle.
TRUCK-TRACTORS or TRACTOR-TRAILERS
Every motor vehicle designed or used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load drawn.
VEHICLE
Every mechanical device in, upon or by which any person or property is or may be transported or drawn upon a public highway, including motor vehicles, commercial motor vehicles, truck-tractors, trailers and semitrailers, severally, as herein defined, but excepting devices moved by human power or used exclusively upon stationery rails or tracks.
The restrictions set forth in § 218-12 above shall not apply to the following:
A. 
Vehicles of the City of Coatesville or the City of Coatesville Authority.
B. 
Fire apparatus.
C. 
Ambulances.
D. 
Vehicles actually engaged in the course of construction or repair of streets or while actually engaged in making deliveries or rendering services in or upon any property located within the City.
E. 
Any school bus actually engaged in picking up or discharging students but only for a period of time necessary to safely pick up and discharge students.

A. 
Any person, firm, corporation or any agent or employee thereof who violates the provisions of § 218-12 shall be subject to a fine of $65 to be paid within 10 days.
B. 
Any person violating the provisions of § 218-12 shall be subject to a fine of $130 to be paid after 10 days but within 20 days.
C. 
Any violation of the provisions of § 218-12 shall be subject to a fine of $200 to be paid after 20 days, but before citation.
D. 
Failure to respond by the payment of the fines as aforesaid shall, after 28 days, result in the issuance of a citation to the defendant. Thereafter, the prosecution shall proceed in accordance with the Pennsylvania Rules of Criminal Procedure, and, upon conviction for the offense, the defendant shall be ordered to pay the maximum fine prescribed by law, together with the costs of prosecution, and/or to be incarcerated in the county prison for not more than 10 days for each such violation.
