The Department of Finance personnel will use their
best efforts to personally visit all taxpayers who live in a residence
slated for auction at least 60 days prior to the scheduled auction
date. As part of said visit, the County personnel shall determine
that the occupant of the building is aware of the pending auction
for nonpayment of taxes and that the owner is advised of the procedures
available to redeem the parcel, by the property owner, prior to the
tax sale or transfer.
A copy of all Rockland County written correspondence
to delinquent taxpayers, in addition to the required legal procedures
set forth in state law for mailing tax foreclosure notices, will be
sent certified mail, return receipt, from the fourth, fifth and sixth
notices set forth on the attached Schedule A[1] of County-mailed notices, be they courtesy or legally
mandated mailings.
The Department of Finance will cause an investigation
of every proposed foreclosed parcel scheduled to be auctioned or sold
prior to said auction or transfer, to confirm if it is occupied.
The Department of Finance will conduct an updated
title search prior to conducting any auction of tax-delinquent parcels
to make sure that all appropriate parties, including mortgage holders
of record, are notified by certified mail of the potential auction
or sale.
The Department of Finance will provide a detailed
tax payment history for every parcel that is brought before the Tax
Delinquency Subcommittee and/or the Budget and Finance Committee,
as backup material, to be part of the resolution requesting the approval
of the Legislature for any sale, or transfer of ownership, of any
foreclosed real property under the tax delinquency procedures.
