Those certain documents, copies of which are on file in the Town Clerk's office and which are designated and titled “the BOCA Basic Plumbing Code, Second Edition Edited 1970,” and any annual amendments and supplements which may be forthcoming, are hereby adopted as the Plumbing Code of the Town of Johnston, and the documents are adopted and made a part hereof as if fully set out in this chapter, with the exceptions prescribed in §
252-5 of this chapter.
This code shall be known as the “BOCA Basic Plumbing Code”
and is herein referred to as the “Plumbing Code” or "this code."
This code shall be construed liberally and justly to secure the proper
installation of systems for furnishing potable water; for sanitary sewage
disposal and storm drainage; and to insure public safety, health and welfare
insofar as they are affected by the installation and maintenance of plumbing.
The design and installation of plumbing systems, including sanitary
and storm drainage, sanitary facilities, water supplies, stormwater and sewage
disposal in buildings, shall comply with the requirements of this code.
Installations of gas piping; chilled water piping in connection with
building heating; and piping for fire sprinklers and standpipes are not covered
by the provisions of the code. Water and drainage connections to such installations
shall be made in accordance with the requirements of this code.
It is the purpose and intent of this code to establish minimum plumbing
standards in terms of performance objectives, implemented by specific requirements,
which will provide reasonable safeguards for sanitation to protect the public
health against the hazards of inadequate, defective or insanitary plumbing
installations.

No official, inspector, administrator, or employee shall issue a permit
to install, construct, alter, enlarge, or repair any plumbing or mechanical
device, appliance, equipment, or installation until collection of fees based
upon his estimates, calculated from the attached schedules. The estimate shall
be exclusive of building and electrical costs.

(2) The added cost per $1,000 refers to the additional $1,000 (or
part thereof) of total value of the work being permitted. Permit fees shall
not be interpolated.
(3) Total value of the work being permitted is derived from and considered
to be the value of materials plus labor. Self-performed labor is considered
to have value, that implied value being included within this definition and
being used for permit cost determination.
