As used in this article, the following terms
shall have the meanings indicated:
HOUSEHOLD REFUSE OR RUBBISH
All refuse and rubbish incident to the ordinary conduct of
the household, including discarded floral decorations, Christmas greens,
and small branches of trees if tied in a bundle and no longer than
four feet. Household refuse and rubbish does not include garbage,
ashes, earth, gravel, bricks, dead animals, garden refuse or briers,
grass clippings or furniture of any description.

A. The following regulations shall apply to the collection
of household refuse and rubbish:
(1) Regulation No. 1: Collection of industrial, etc.,
excluded. No refuse or rubbish of industries or commercial establishments
will be removed by the contractor collecting household refuse and
rubbish for the Town.
(2) Regulation No. 2: Container specifications. All containers or receptacles
of refuse and rubbish to be removed must be no larger or heavier than
ordinary trash cans; to be approximately twenty-four-gallon capacity.
All containers or receptacles of refuse and rubbish must be covered
with an adequate lid. Any container or receptacles of a larger capacity
or of weight in excess of 60 pounds or not adequately covered will
not be collected.

(3) All refuse shall be placed in a plastic bag in order to maintain
the health, safety and sanitation of the community.

(4) Regulation No. 3: Debris, etc., excluded. Demolished
ceilings from dwellings or other debris from repairs or building operations
will not be accepted by the collector.
(5) Regulation No. 4: Newspapers, etc. All papers, newspapers,
magazines or paper cartons of any kind must be bundled, tied or otherwise
properly secured so as not to blow about the Town highways. All paper
cartons, crates, etc., must be crushed flat to reduce the bulk. In
order to protect the collectors from personal injuries, broken glass
should not be placed in paper bags or wrapped in paper.
(6) Regulation No. 5: Placement of containers, etc. All
containers or receptacles shall be placed on the outer edge of the
sidewalk no earlier than 6:00 p.m. on the evening prior to collection.
The trucks will not collect over the same route twice. The Town cannot
authorize the placing of containers, receptacles or bundles on the
sidewalk except for the purpose of collecting same. All damages caused,
occasioned or resulting from their presence shall rest on the person
who placed them there. All containers and receptacles, other than
regulation trash cans that the person does not wish removed, shall
be plainly marked with a tag stating that the receptacle or receptacles
are not to be taken. All containers and receptacles so marked and
trash cans shall be removed from the sidewalks and roadways not later
than 10:00 p.m. on the evening of collection.
(7) Regulation No. 6: Removing in excess of 10 containers.
Refuse and rubbish of a reasonable limit placed in the proper containers
or receptacles and bundles on the sidewalk will be removed, but the
removal of an unreasonable quantity in excess of 10 containers or
receptacles or a combination of both will not be undertaken.
(8) Regulation No. 7: Piling refuse, etc., on sidewalk.
Persons shall not heap or pile refuse or rubbish on the sidewalk except
in containers, receptacles or bundles as defined in this article.
B. The provisions of this section are severable and if
any of the provisions of this section shall be held unconstitutional
or in conflict with any other section of the Town Charter or ordinances
of the Town of Johnston or state or federal law, then such section
shall be void without affecting or impairing any of the remaining
provisions
C. This section shall take effect upon its passage.

A. The Town of Johnston shall provide trash collection
services to all condominiums situated within the Town of Johnston.
B. Residents of condominiums shall enjoy the same trash
collection services as homeowners enjoy: the collection of all trash,
recyclables, and special trash collection days.
C. In order to promote recycling, residents of condominiums
shall adhere to the Town’s disposal requirements and/or rules
and regulations applicable to the other residential units collected
by the Town. Said requirements may be revised from time to time by
the Department of Public Works.
