No official, commissioner, administrator, inspector, or employee of the Town of Johnston shall accept an application for the bulk purchase of water from the Johnston water system until procedures delineated have been followed and fees based upon the attached schedule have been collected.
A. 
The applicant to purchase water at bulk rates from the Town of Johnson shall first present evidence of being a corporation duly licensed to conduct business in the State of Rhode Island.
B. 
The applicant shall purchase, from the Water Department, a water meter/backflow preventer assembly, with a seal impressed by the Water Department. The cost of the meter is $750.
C. 
The applicant and the Water Department personnel will agree upon a particular hydrant from which the applicant will draw water each time he requires water.
D. 
The first time the applicant draws water, he shall contact the Water Department to arrange to meet at the hydrant. After the first time, the applicant shall inform the Department of his intent to draw water.
E. 
An annual fee of $250 will be charged for subsequent years after purchase of a meter/backflow unit.
F. 
Water will be charged at $1.15 per hundred cubic feet as shown on the meter. The meter must be read each month.
G. 
If the applicant is found to be removing water from the system without notifying the Department, he shall be fined $100 for the first offense; $250 for the second offense; and $500 and sacrifice his meter/backflow preventer unit and his privilege to draw water from the system for a period of one year for the third offense.
