There are hereby created the following departments of the City: Public Works, Police, Utilities Processing, Finance, Planning and Development, Fire, and Rescue Services. Such departments shall be under the direct day-to-day control and review of the City Manager.
Each of said departments and the directors thereof shall have such powers and perform such duties as may be designated by the Council.
