It shall be unlawful for any person to store or sell fireworks within the City, and it shall be unlawful for any person to explode or detonate firecrackers, bombs, torpedoes or any kind of fireworks, except sparklers, within the City, except that upon application in writing by a fair association, amusement park or any other organization or group of individuals, the City Manager may issue a permit for the display of fireworks, which permit shall require such safeguards as the situation may require and dictate, including the presence on standby of Fire Department apparatus.
