[HISTORY: Adopted by the Village Board of the Village of Westfield 6-11-1985 as § 12-1-3 of the 1985 Code. Amendments noted where applicable.]
All houses and buildings fronting on all streets, avenues and alleys in the Village of Westfield shall be numbered in accordance with the provisions of this chapter.
The property numbering map prepared by Wisconsin Gas Co., dated August 28, 1995, is hereby adopted as the Official Property Numbering Map of the Village of Westfield. All property numbers assigned shall be assigned in accordance with this numbering map, and no other property numbers shall be used or displayed in the Village of Westfield, except numbers assigned in accordance with the official numbering map. The property numbering map shall be kept on file in the office of the Village Clerk-Treasurer.
A. 
Axis designation. On the property-numbering map, Main Street is hereby designated as the north-south axis and First Street is hereby designated as the east-west axis. All streets, avenues, and alleys running generally north and south shall be numbered from the east-west axis consecutively to the corporate limits of the extremity of such street, avenue, or alley. Streets, avenues, or alleys running generally east and west shall be numbered from the north-south axis in the same manner.
B. 
Assignment of numbers. One hundred numbers shall be assigned to each block, square or space that would be one block or square if streets each way were so extended as to intersect each other. One whole number shall be assigned for every 25 feet of ground, whether improved property or vacant lot, on every street, avenue or alley within the corporate limits.
C. 
Block numbers. Block numbers shall be increased from the respective axis in even one hundreds, i.e., the first block shall be the 100 block, the second block the 200 block, the third block the 300 block, etc. Any street not extending to its respective axis shall take the same number of hundreds that the street would have taken had it extended to its axis.
D. 
Odd and even numbers. Odd numbers shall be assigned to the west side of the street on all north-south streets and even numbers to the east side. On east-west streets, odd numbers shall be assigned to the south side of the street and even numbers to the north side.
Every property owner shall, on or before September 18, 1995, obtain and display in a conspicuous place on his/her property the number assigned. The numbers must be securely attached to the front of the building and not higher than the first or ground level of the building so that the number can be plainly seen from the street on which the building is located. In case a building is occupied by more than one business or family dwelling unit, each separate front entrance must display a separate number. The initial set of numbers will be provided by the Village. A property owner may either display these numbers or may purchase and display his/her own numbers. If the latter, the numbers must be at least three inches in height. All old numbers must be removed as of the effective date of this chapter.
All residence and business buildings erected after the adoption of this chapter shall be assigned a number in accordance with the property numbering map and shall purchase and display such number as provided in § 225-4 of this chapter.
If the owner of a building required by this chapter to be numbered fails to display the number in accordance with this chapter for a period of 20 days after assignment of a number, or fails to replace a missing or illegible number, the Operations Committee shall serve upon the owner a notice requiring compliance with this chapter. If the owner neglects to do so for 10 days after the service of such notice, the Police Chief shall cause a citation to be issued, and the owner shall be subject to a penalty as provided in Chapter 1, § 1-3 of this Code. For each subsequent period of 10 days in which the owner is in noncompliance, the owner shall be subject to a fine and costs in the same amount.

It shall be unlawful for any person to alter, deface, or remove any number placed on any property in accordance with this chapter, except for repair or replacement of such number.
