A. 
As used in this chapter, the following terms shall have the meanings indicated:
PERSON
Any natural person, partnership, firm or corporation.
B. 
The singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.
A. 
It shall be unlawful for any person to distribute any advertising matter within the Borough of North Wales without first having obtained a permit from the borough therefor and paying a permit fee which shall be as set forth from time to time by resolution of the Borough Council.[1]

B. 
No such permit shall be issued until the applicant therefor shall have registered therefor and shall have informed the Borough Manager of the number of distributions he proposes to make during the period of validity of such permit and the date of each distribution. The first distribution shall not take place until at least 24 hours after the application for the permit shall have been made, and during such twenty-four-hour waiting period, the Chief of Police of the borough may make such investigations as he shall deem necessary of the applicant, provided that nothing herein shall apply to any advertising matter distributed through the United States mail or as a part of or a supplement to any newspaper, magazine or other periodical containing other reading matter and provided, further, that the holder of any permit under this section shall not be required to obtain additional permits for each individual engaged in distributing the same piece of advertising matter for him.
It shall be unlawful for any person to distribute any advertising matter by casting or scattering the same upon any street, alley, sidewalk or public place in the borough, provided that this shall not prevent any person from handing any noncommercial literature or other printed matter upon any street, alley, sidewalk or public place in the borough to any person willing to receive the same.
Any person who shall violate any provision of this chapter shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days. Each day upon which any such violation shall take place shall constitute a separate violation.
