The Madison Board of Selectmen hereby finds the following facts:
A. 
A need exists for properly maintained, convenient and safe recreational facilities to be used by residents of the Town of legitimate recreational purposes.
B. 
The rights of property owners and persons living near or adjacent to recreation facilities should be reasonably protected.
C. 
The users of the Thomas Street Field have stipulated as to their willingness to cooperate with the Town and its agents and to abide by the rules and regulations hereinafter set forth.
It is the stated purpose of this policy to establish reasonable limits as to the time of day recreational activities shall be allowed to take place at the Thomas Street Field, and to the conduct which shall be expected of the users of the facility, so as to protect the interests of resident in the community to use public facilities for legitimate recreational activities.
The Madison Board of Selectmen does hereby establish the following rules and regulations regarding the use of the Thomas Street Field:
A. 
The time of day when the field may be used is as follows: Sunday through Saturday, 8:00 a.m. to 8:00 p.m. The only exception to this rule shall apply when league play must continue after 8:00 p.m. in order to break a tie score and determine a winner. After a winner has been determined, all play must cease.
B. 
No foul or abusive language shall be permitted.
C. 
No littering shall be permitted.
D. 
No alcoholic beverages shall be permitted.
E. 
Little League has preference over league and nonleague play. League play has preference over nonleague play. This preference shall apply to a reasonable time prior to play for preparation of the field and warm-up.
Persons violating these rules and regulations shall be required to leave the premises. Cooperation of league organizations and nonleague users is essential and individual or group sanctions should be brought to enforce these rules and regulations in order to assure the continued use of the field.
If permission for a special event or other use than what is addressed by those rules and regulations above is requested, the Board of Selectmen may waive these rules and regulations provided the Board finds that the special event or use will not violate the expressed purpose of these rules and regulations set forth above.
All requests for the field should be made through the Recreation Director.
