A. 
Usage.
(1) 
Words used in the present tense include the future; the singular number includes the plural, and the masculine shall include the feminine. "Shall" is mandatory; "may" is permissive.
(2) 
American Society for Testing Materials, herein referred to as "ASTM," or federal specifications referred to in this chapter shall mean the latest published amendments or revisions applicable at any time.
B. 
Definitions. Unless otherwise expressly stated, the following terms shall, for the purposes of this chapter, have the meaning herein indicated:
COMMUNITY WATER SUPPLY SYSTEM
All water systems where a common source of water supply serves two or more separately owned properties.
CROSS-CONNECTIONS
Any physical connection or arrangement between two otherwise separate water supply piping systems, one of which contains potable water and the other water of unknown or questionable safety, whereby water may flow from one system to the other, the direction of the flow depending on the pressure differential between the two systems.
DISTRICTS
Any Town water district.
HOUSE SERVICE
Includes "house service, street" and "house service, private property" as hereinbelow defined.
HOUSE SERVICE, PRIVATE PROPERTY
That portion of the house service between the curb box and the building being served.
HOUSE SERVICE, STREET
That portion of the service line which connects to the water main in the street and ends with the curb box located between the pavement and the property line.
INSPECTOR
The Town Building Inspector or the person or persons appointed and duly authorized by the Town to inspect and approve the installation of water lines and their connection to any water system.
NEW YORK STATE CONSERVATION DEPARTMENT, WATER RESOURCES COMMISSION
That division of the New York State Conservation Department which reviews the taking of water from the water resources of the state.
NEW YORK STATE DEPARTMENT OF HEALTH, WATER SUPPLY SECTION
That section of the New York State Department of Health which deals with the approval of plans and specifications for the construction of water supply systems.
ORANGE COUNTY HEALTH DEPARTMENT, WATER SUPPLY SECTION
That section of the Orange County Department of Health which deals with the approval of plans and specifications for the construction of water supply systems.
PERSON
Any individual, firm, company, association, society, corporation or group.
PUBLIC WATER SUPPLY SYSTEM
Town water district water systems or any other water system owned or controlled by the Town.
RECOMMENDED STANDARDS FOR WATERWORKS
Bulletin No. 42 of the New York State Department of Health, entitled "Recommended Standards for Water Works" adopted by the Great Lakes Upper Mississippi River Board of State Sanitary Engineers, or such other similar regulations as may be adopted by the New York State Department of Health.
SUPERINTENDENT
The Superintendent of Public Works of the Town of Goshen or the Town officer having charge of public works in the Town.
TOWN OF GOSHEN or TOWN
Includes the various water districts within the Town and the Town Board of the Town of Goshen acting as and for said water districts.
WATER ANALYSIS, BACTERIAL
A determination of the bacterial content, including total number of bacteria and bacteria of the coliform type.
WATER ANALYSIS, CHEMICAL
A complete analysis of the chemical and physical characteristics of water.
WATER MAIN
The large pipe in the street conducting water from one end of the street to the other.
WATER SUPPLY SYSTEMS
Water supply systems of or within Town water districts and water supply systems within real property subdivisions, whether or not within Town water districts, and includes any and all water systems where a common source of water supply serves two or more separately owned properties.
