The Town of Goshen will not approve or accept for dedication any proposed
public water system(s) from an applicant unless, as a condition precedent,
the applicant has demonstrated by an engineering analysis, including cost-effect
data, that the system(s) proposed will provide the most effective and efficient
long-term service to the Town. Such analysis shall include, but not be limited
to, data and/or information with respect to the proposed system(s) location
so as to ensure unification of the system(s) and protection of existing users
within the Town. Such analysis shall be included as part of the applicant's
environmental quality review/draft environmental impact statement procedure.
