Whenever the Registrar of Vital Statistics issues
a certified copy of a marriage certificate, birth certificate, death
certificate or other record regularly maintained by the Registrar
of Vital Statistics, a fee shall be charged in the amount of $10 for
each certified copy. Said fee shall be collected by the Registrar
of Vital Statistics prior to the issuance of any certified copy or
copies.
