§ 238-19 Authority.
The Planning Board is authorized, simultaneously with the approval of a plat or plats, to modify applicable provisions of the Zoning Chapter, subject to the approval of the Board of Trustees, pursuant to and subject to the conditions set forth in the Village Law and subject to such other conditions as set forth in this article and such other reasonable conditions as the Board of Trustees may in its discretion add thereto.

§ 238-22 Street design standards.
The following minimum standards shall be required for all major, minor and marginal access streets: A. Horizontal alignment shall have: (1) A minimum radius between intersections of 150 feet. (2) A minimum tangent between reverse curves of 50 feet. (3) A minimum radius of 12 feet at the property line at the intersection of street rights-of-way, except that intersections of any highway with a major street shall have a minimum radius of 40 feet and those with a minor street shall have a radius of 25 feet. § 238-23 Required construction types.
A. Construction types for street improvements shall be in accordance with the requirements of Engineering Specifications for Roads and Highways. [Amended at time of adoption of Code (see Ch. 1, General Provisions, Art. I)] B. § 238-24 Specifications for street improvements.
A. Street signs. (1) Street signs shall be provided by the Village Superintendent of Highways at the subdivider's expense. § 238-25 Grading and drainage system plan.
A. A preliminary grading and drainage system plan shall be a part of the preliminary layout. It shall indicate in general terms a proposal for an adequate system of drainage structures to carry off and store or discharge the stormwater runoff and natural drainage water which originates not only within the property boundaries but also that which originates beyond the property boundaries. § 238-26 Design standards.
A. Collection system. The collection system shall be designed in accordance with the rational method of design, using the formula: Q=A i R. (1) "Q" is the required capacity in cubic feet per second for the collection system at the point of design. (2) "A" is the tributary drainage area in acres and shall include tributary areas from outside sources as well as from within the subdivision itself. § 238-27 Specifications for drainage system structures.
The following shall be the minimum required standards: A. Catch basins. All catch basins shall be one of the approved designs presented in Drawings 2 and 3. They shall be indicated on the drainage plan by their identifying number. Standard inlet and manhole cover and frame designs are presented in Drawings 4 through 7. B. Seepage basins. In unusual conditions where small areas are not adaptable to other prescribed means of drainage, seepage basins may be used if approved by the Planning Board. Ch 238 Pt 2 Art X Public Utilities
§ 238-28 Standards and procedure.
A. All gas and water mains, all streetlights, lighting standards and telephone lines shall be installed in accordance with the construction specifications of the respective agency or district. B. Electric, telephone, water, gas or any other public utility shall only be installed underground within the street or highway right-of-way, unless this requirement is waived by the Village Board. Ch 238 Pt 2 Art XI Inspections
§ 238-29 Routine inspections.
A. All improvements and utilities shall be inspected by the Village Engineer's office to ensure satisfactory completion. B. In no case shall any paving work, including prime and seal coats, be done without permission from the Village Engineer's office. At least three days' notice shall be given to the Village Engineer's office prior to any such construction so that a representative of the Village may be present at the time the work is to be done. C. The Village Engineer's office shall be notified after each of the following phases of the work has been completed so that he or his representative may inspect the work: (1) Road subgrade. § 238-30 Final inspection.
A final inspection of all improvements and utilities shall be made to determine whether the work is satisfactory and in substantial agreement with the approved final plat drawings and the Village specifications. The general condition of the site shall also be considered. Upon a satisfactory final inspection report, action will be taken to release the performance bond covering such improvements and utilities.
§ 238-31 Inspection fee.
[Amended 7-10-1984 by L.L. No. 2-1984 ] An inspection fee of 4% of the amount of the performance bond or, in the event of no performance bond, 4% of a performance bond estimate as certified by the Village Engineer shall be paid to the Planning Board should the Planning Board determine that such payment is necessary for its inspections during the term of construction. Such payment shall be made to the Planning Board prior to the time that the Chairman of the Planning Board signs the final plat or approves the final site plan, as the case may be.
§ 238-32 Offenses.
[Added 11-14-1978 by L.L. No. 2-1978 ] It shall be illegal and a violation of this chapter for any person to commence construction of a subdivision, including clearing of property for homesites, streets or off-street improvements, without first obtaining final approval of the subdivision map (final plat), filing said final map with the Clerk of Suffolk County and conveying to the Village of the Branch any properties to be so conveyed for the park donation or paying to the Village of the Branch any moneys in lieu of said conveyance.
