A. 
Any person who shall own, keep or harbor a dog of licensing age in the township shall, in the month of January of each year, apply for and procure from the Township Clerk a license and official metal registration tag for each such dog so owned, kept or harbored, and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.

B. 
"Dog of licensing age" shall mean any dog which has attained the age of seven months or which possesses a set of permanent teeth, as defined in N.J.S.A. 4:19-15.1.
C. 
No license or registration shall be granted unless the person so owning, keeping or harboring a dog provides evidence that the dog to be licensed and registered has been inoculated with a rabies vaccine of a type approved by and administered in accordance with the recommendations of the U.S. Department of Agriculture and the U.S. Department of Health and Welfare, or that said dog has been certified exempt as provided by regulations of the N.J. State Department of Health. Anyone owning, keeping or harboring a neutered or spayed dog shall be required to submit, at the time of licensing and registration, a certificate issued by a licensed veterinarian of the State of New Jersey certifying that said dog has been neutered and spayed and the date thereof.
A. 
A person applying for a dog license and registration tag shall pay a fee of $10.80 for each dog.

B. 
In addition to said fee, the State of New Jersey has imposed additional fees which shall be collected by the township, and these fees include a state registration fee of $1, which is to be assessed on all dogs licensed in this township; $0.20 for the state Pilot Clinic Fund, which is to be assessed on all dogs licensed in this township, and $3 for the Animal Population Control Fund, which shall be assessed against any dog of reproductive age which has not been permanently sterilized to prevent reproduction.
C. 
The Township Committee has interpreted N.J.S.A. 4:19-15.12 as not requiring the issuance of a three-year license; therefore, no three-year license is authorized under this section. In the event that a proper authority determines that a three-year license must be provided, however, the fee for such a license shall be three times that set for the annual license and registration tags provided for herein.
D. 
All licenses shall expire on January 31 in the year following the year in which they were issued.
E. 
Dogs used as guides for blind persons and commonly known as "Seeing Eye" dogs, dogs used to assist handicapped persons and commonly known as "service dogs," or dogs used to assist deaf persons and commonly known as "hearing ear" dogs shall be licensed and registered as other dogs hereinabove provided for, except that the owner or keeper of such dog shall not be required to pay any fee therefor.

F. 
Dogs used as police dogs shall be licensed and registered as other dogs, except that the owner or keeper of such dog shall not be required to pay any license fee therefor.

A. 
Any person owning, keeping, harboring or maintaining any unlicensed dog of licensing age, or anyone permitting another to own, keep, harbor or maintain an unlicensed dog of licensing age within the Township of Delanco after January 31 shall be required to pay an additional delinquency fee of $3 per month, plus the required license fee, in addition to any other fines and penalties required or imposed by lawful authority. Said delinquency shall not apply to a person owning, keeping or harboring a dog acquired after January 31 of the preceding year.

B. 
In the event that the fee for the registration tag is increased or any other state-imposed fees are increased or implemented to any amount greater than the present fees assessed, the fee for a dog license shall be automatically increased to said increased amounts, and the total sum to be paid annually for a dog license shall be increased in like amount.
C. 
The Township Committee interprets N.J.S.A. 4:19-15.12 as not requiring it to provide for three-year licenses. No three-year license is, therefore, authorized under this article. In the event that a proper authority determines that a three-year license must be provided, however, the fee for such a license shall be three times that set for the annual license and registration tag as set forth herein, along with any late fees or other assessments herein provided for.

If a license tag or sleeve has been misplaced or lost, the Township Clerk may issue a duplicate license and/or registration sleeve for that particular dog at a fee of $1.

There shall be a limitation of not more than two dogs per household. No license shall be granted to any applicant in violation of this section at the time of passage hereof.

A violation of this article shall be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty.
