The Borough of Kinnelon, pursuant to N.J.S.A. 40:66A-32 through 66A-63,
both inclusive, and subject to the adoption of parallel ordinances and the
execution of the agreement above referred to by and on behalf of the governing bodies of the other municipalities
hereinbefore mentioned, hereby establishes and creates and/or joins with the
Boroughs of Kinnelon, Butler, Bloomingdale, Pompton Lakes and Ringwood and
the Township of Pequannock in the establishment and creation of an authority
to be known as the "Lakeland Regional Solid Waste Management Authority."
The governing body of each of the member municipalities aforesaid in
the Lakeland Regional Solid Waste Management Authority shall, by resolution,
appoint one representative to serve as a member of the Authority and one alternate
representative to serve as a member thereof in the event of the absence or
inability of its representatives to act.
The representatives and alternate representatives shall be appointed
for a term of three years, and said terms shall be staggered as provided for
in that certain agreement above referred to, to be formally entered into and
executed by and on behalf of the six member municipalities aforesaid of the
Lakeland Regional Solid Waste Management Authority.

A copy of this article, duly certified by the Clerk of the Borough of
Kinnelon, shall be filed in the office of the Secretary of State forthwith
upon the filing in said office of certified copies of the parallel ordinances
duly adopted by the Boroughs of Butler, Bloomingdale, Pompton Lakes and Ringwood
and the Township of Pequannock.

The Mayor and Borough Clerk of Kinnelon be and they are hereby authorized
and directed to enter into and execute on behalf of the Borough of Kinnelon
that certain agreement hereinbefore referred to between the Boroughs of Kinnelon,
Butler, Bloomingdale, Pompton Lakes and Ringwood and the Township of Pequannock,
which agreement shall be approved by the Borough Attorney of the Borough of
Kinnelon prior to execution by the aforementioned officers.

This article shall take effect 20 days after first publication thereof
after final passage; or on the effective date of the last parallel ordinance
to be duly adopted within the calendar year 1974 by the Boroughs of Kinnelon,
Butler, Bloomingdale, Pompton Lakes and Ringwood and the Township of Pequannock;
or on the date of the execution of the agreement hereinbefore referred to
by the last of the six above-mentioned municipalities to execute such agreement,
whichever event shall last occur.
