Any person violating any of the provisions of
this chapter shall, upon conviction thereof, be subject to a fine
of not less than $100 nor more than $1,000 or imprisonment for a term
not to exceed 90 days, or both. Nothing contained herein shall be
deemed to relieve the property owner or occupant from complying with
the provisions of any other ordinance respecting the collection and
disposal of leaves, grass clippings or garden debris.
