A. 
Any person who shall own, keep or harbor a dog of licensing age shall, in the month of January and annually thereafter, apply for a license and registration tag for each such dog. For years beginning June 1, 1980, any person who shall own, keep or harbor a dog of licensing age may apply for a three-year dog license, provided that the dog has been, within 30 days thereof, inoculated for rabies pursuant to Chapter 219, Animals, § 219-13.

B. 
Any person who shall own, keep or harbor a dog of licensing age and who fails to obtain a license under Subsection A above during the month of January of each year shall be assessed a late charge of $5 upon obtaining the license as required by N.J.S.A. 4:19-15.1 et seq.

C. 
The owner of any newly acquired dog of licensing age or of any dog which attains licensing age shall make application for a license for such dog within 10 days after such acquisition or age attainment.

The registration tags shall be issued pursuant to and in accordance with the provisions of N.J.S.A. 4:19-15.1 et seq.

All dogs shall be kept and controlled in the manner provided for in the statute and subject to all of the provisions thereof.
A. 
The Council may, by resolution, establish a pound and appoint an Animal Control Officer, who shall hold office for the length of time and receive such compensation as the Council may, by resolution, determine.

B. 
Any dog taken into custody and impounded, as provided in the statute, shall be kept in the pound, if established, or in any private pound or with some person by resolution designated by the Council in the manner provided for and subject to the provisions of the statute.
No person owning, keeping or harboring a dog shall permit or suffer it to do any injury or to do any damage to any lawn, shrubbery, flowers, grounds or property.

A. 
It shall be unlawful in a residential zone in the Borough of Saddle River to keep or harbor more than four dogs on any residential lot in the Borough of Saddle River.
B. 
The keeping of five dogs or more shall be considered the operation of a kennel as regulated by Part III, Board of Health Legislation.
Except as otherwise provided in N.J.S.A. 4:19-1 et seq., violation of any provision of Article I or II of this chapter shall be punishable as provided in Chapter 1, General Provisions, Art. III, General Penalty.
